OVERVIEW

1. Background

The National Council for Literacy and Adult Education (NCLAE), in collaboration with the Ministry of Education, the National Centre for Curriculum and Educational Research (NCCER), and UNESCO, convened a national technical workshop to review and reform Sudan's Accelerated Learning Programme (ALP). The workshop was implemented under the System Capacity Grant (SCG) as part of efforts to strengthen national education system capacity and support the implementation of the Transitional Education Plan (TEP) 2025–2027, particularly its priorities on equitable access, retention, and system strengthening.

The workshop reviewed the existing ALP in light of Sudan's new education structure and identified strategic reforms required to strengthen curriculum, learner pathways, teacher standards, programme delivery, governance, accreditation, certification, and institutional arrangements. The workshop generated a set of recommendations intended to guide the next phase of ALP reform, including curriculum development and related policy and technical reforms, thereby contributing to the TEP's objective of providing quality, flexible learning pathways for out-of-school children, youth, and other vulnerable learners affected by the crisis.

To sustain this momentum, UNESCO seeks to engage a national consultant to support the NCLAE in transforming these recommendations into a comprehensive ALP Reform Roadmap. The Roadmap will serve as a strategic implementation framework for the reform process over the coming years, supporting the TEP's commitment to expanding inclusive, flexible learning opportunities while strengthening national institutional capacity, policy coherence, and system resilience through the SCG.

2. Objective of the Consultancy

The overall objective of the consultancy is to support UNESOC and the National Council for Literacy and Adult Education (NCLAE) in translating the outcomes of the national ALP reform workshop into a structured ALP Reform Roadmap that will guide curriculum development, policy reform, institutional strengthening, and implementation of Sudan's Accelerated Learning Programme.

3. Scope of Work

The consultant will undertake the following tasks:

Task 1. Review workshop documentation

• Review the workshop objectives, agenda, presentations, working group outputs, workshop minutes, and background documents.
• Analyze the key findings and recommendations emerging from the workshop.

Task 2. Conduct an inception meeting

• Conduct an inception meeting with UNESCO and NCLAE to:
  • review the workshop outcomes;
  • clarify expectations;
  • agree on the methodology, structure, and format of the ALP Reform Roadmap.

Task 3. Consolidate workshop outputs

• Compile and synthesize the outputs from all thematic working groups.
• Consolidate recommendations into a coherent technical framework reflecting the consensus reached during the workshop.

Task 4. Develop thematic reform frameworks
Develop structured outlines for the priority reform areas, including:
• Curriculum review and development;
• Programme structure and learner pathways;
• Learning outcomes and competency framework;
• Teacher standards, competencies, qualifications, and career pathway;
• Flexible delivery models and technology integration;
• Life skills, green skills, and climate change education;
• Institutional roles and governance arrangements;
• Monitoring, evaluation, and information systems.

Task 5. Prepare the ALP Reform Roadmap

Based on the workshop recommendations, prepare an ALP Reform Roadmap that includes:

• Strategic reform objectives;
• Priority reform areas;
• Key technical and policy actions;
• Institutional responsibilities;

Task 6. Validate the Roadmap

• Facilitate four technical validation meetings with the National Council for Literacy and Adult Education.
• Revise the Roadmap based on comments received during the validation process.

Task 7. Finalize the Roadmap

Produce a final, publication-ready ALP Reform Roadmap incorporating all agreed revisions.

5. Reporting

The consultant will work under the overall authority of the Head of UNESCO Sudan office, and the direct supervision of the Head of Education unit and Project Manager. The consultant will work under the overall supervision of UNESCO and in close coordination with the National Council for Literacy and Adult Education (NCLAE). All deliverables shall be reviewed and approved jointly by UNESCO.

6. Qualifications and Experience

Education

• Advanced university degree (Master's degree or equivalent) in Education, Curriculum Studies, Education Planning, Educational Policy, Adult Education, Teacher Education, Educational Management, or another relevant field.

Professional Experiance

• Minimum of 10 years of progressively responsible professional experience in the education sector.
• Demonstrated experience in the design, review, or reform of education policies, curricula, or national education programmes.
• Proven experience in Accelerated Learning Programmes (ALP), Non-Formal Education (NFE), literacy, alternative education, or education in emergencies is highly desirable.
• Experience facilitating national technical workshops, consultations, and multi-stakeholder policy dialogue.
• Demonstrated experience in preparing strategic documents, policy papers, roadmaps, or implementation frameworks for government or development partners.
• Experience working with Ministries of Education, curriculum institutions, or national education authorities.

Language

• Excellent written and spoken Arabic.
• Good command of English
