The Position:
The Government of Rwanda, through the Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC), is preparing the Global Fund Grant Cycle 8 (GC8) program continuation application for HIV, TB, and Malaria for the 2027–2029 period. The application aims to sustain and accelerate progress toward national and global targets while addressing persistent programmatic gaps and inequities. It is scheduled for submission by October 2026.

Job Purpose:
The consultant will work with the Ministry of Health (MoH), Rwanda Biomedical Centre (RBC), Technical Working Groups (TWGs), and key stakeholders including the UN, Development Partners and Civil Society Organizations.

Qualifications and Experience:
Education:
• Advanced degree (Masters) in public health, social sciences, gender studies, or related fields.
Knowledge and Experience:
• At least 5 years of experience in HIV/TB programming, public health, or health systems strengthening.
• Proven experience and track record in human rights and gender analysis/assessments in health programs.
• Proven experience with Global Fund Application processes and requirements is an asset.
• Strong analytical, report writing, and stakeholder facilitation skills.
Languages:
• Excellent command of English; knowledge of Kinyarwanda is an advantage.
