The Health Management Information System (HMIS) plays a critical role in health policy formulation and decision-making in Viet Nam. In 2025, to adapt to the two-tier local government model and the restructuring of ministries, departments and agencies, the Ministry of Health (MOH) issued Circular No. 23/2025/TT-BYT (Circular No.23) to ensure continuity of health statistical reporting.
However, Circular 23 now requires comprehensive revision to reflect legal, institutional, and technical changes across the health sector. In response to emerging sector needs, the Circular should be reviewed and replaced to align with newly enacted and revised laws; strengthen institutional arrangements through the addition of indicators and reporting forms for newly established or restructured units; expand technical indicators required for the Health Target Programme 2026–2035, Project 06, and community mortality reporting; and modernize the statistical reporting system to fit the new administrative structure of 34 provinces and centrally governed cities.
The 2025 WHO SCORE Round 2 assessment provides additional evidence on the availability and quality of key health data, including indicators related to the Sustainable Development Goals. The revision also creates an opportunity to reassess reporting requirements for diseases for which Viet Nam has achieved elimination status, such as trachoma, so that post-elimination surveillance focuses on maintaining validation, detecting potential resurgence, and integrating essential monitoring into routine health information systems. In this context, WHO requires an experienced national consultant to provide technical support for reviewing and updating the health statistical indicator system and reporting forms in line with digital transformation priorities and emerging management needs. This work is part of the 2026–2027 Workplan agreed and signed with the Ministry of Health (MOH) and is aligned with GPW 14 Output 3.3.
Method (s) to carry-out the assignment
Under direct supervision of WHO technical staff, the national consultant will support the Health Statistics Division of the Department of Planning and Finance and other relevant stakeholders to undertake the required tasks.
Output 1: Draft implementation review report of Circular 23 and First draft annexes of the Circular
· Deliverable 1.1: Draft implementation review report of Circular No. 23
This deliverable consists of a comprehensive report reviewing the implementation of Circular No. 23. It will cover analyzing past performance, identifying gaps, and laying the groundwork for revisions, including initial consultations with MOH departments, administrations, and affiliated units to review and revise statistical indicators, as well as engaging WHO technical officers to review health indicators pertaining to their technical areas.
Deadline: 05 August 2026
· Deliverable 1.2: First complete draft of the Circular annexes (statistical indicator system)
This deliverable produces the initial version of all annexes relating to the health sector statistical indicator system. Tasks will cover updating and supplementing the indicator system in line with revised functions and mandates of MOH units and health programmes; contributing directly to drafting the annexes; supporting the revision and update of primary recording registers and aggregate reporting forms at commune, provincial, and national levels; and providing guidance for new reporting requirements such as community-based mortality and cause-of-death data collection. It also covers organizing initial meetings and workshops to gather stakeholder inputs and participate in technical consultation meetings to consolidate comments and agreements from stakeholders.

Output 2: Second draft Circular package + Finalized Circular ready for promulgation
· Deliverable 2.1: Second draft Circular package (main text and annexes) with supporting documents and consolidated comment response matrix, ready for legal appraisals
This deliverable advances the Circular to a mature second draft. It encompasses: revising health indicators based on comments received from ministries, sectors, provinces, and relevant stakeholders; incorporating comments and preparing formal responses following appraisals and reviews by the National Statistics Office and the MOH Department of Legal Affairs; consolidating all feedback into a comprehensive comment-response matrix; contributing directly to drafting the main Circular text; and preparing the full package (including supporting documents) for submission to NSO and legal appraisal.
Deadline: 10 October 2026
· Deliverable 2.2: Final draft submitted to MOH leadership and finalized Circular ready for promulgation
This deliverable completes the entire revision and approval process. Tasks cover: collaborating with the Health Statistics Division in finalizing the draft Circular by incorporating all remaining feedback from appraisals; supporting the preparation of the final draft for submission to MOH leadership; ensuring all annexes, reporting forms, and guidance materials are fully aligned and finalized; and producing the final Circular document ready for official promulgation, with all technical, legal, and stakeholder inputs fully addressed.

Essential: Advanced university degree (master's degree or higher) in Public Health, Health Policy, Statistics, Epidemiology, Mathematics, Public Administration, Law, or related disciplines.
Desirable: Degree or training in applied statistics.
