The Health Information Management (HIM) Unit of the WHO Country Office in Ukraine provides cross-cutting analytical support across programmes, with epidemiological surveillance, emergency health information management, dashboarding, GIS mapping and public health data visualization as key focus areas. This work is essential for supporting timely situational awareness, monitoring infectious disease trends, interpreting event-based surveillance signals and preparing concise analytical products for operational and strategic decision-making.
The analyses and products are based on triangulated data from multiple sources, including state statistical forms, infectious disease notifications, outbreak information, event-based surveillance signals, open-source information, national counterparts and WHO technical teams. Using standard office and analytical tools, including Excel, R or similar tools, Microsoft Power BI and GIS platforms such as QGIS or ArcGIS, WHO CO Ukraine prepares regular epidemiological updates, weekly health information products, dashboards, maps and other analytical outputs to support WHO teams and national partners.
There is a need for a national health information management consultant to support the HIM Unit in maintaining these routine products, improving the clarity and consistency of analytical outputs, contributing to event-based surveillance reporting, and supporting training and knowledge products within the consultancy period.
Deliverable 1. Monthly Epidemiological Updates on infectious diseases prepared by compiling and analyzing data from state statistical forms, infectious disease notifications, outbreak information, event-based surveillance signals and relevant open-source information, including description of trends, public health relevance, data limitations and subnational patterns. Expected by: 6 documents in English and 6 documents in Ukrainian from 01 July to 31 December 2026.
Deliverable 2. Weekly Health Information Updates prepared by compiling inputs from relevant technical teams, verifying information with national stakeholders, reviewing open-source data and summarizing priority developments into concise, validated health information updates. Expected by: 4 reports per month, not less than 24 reports in total by 31 December 2026.
Deliverable 3. Monthly Emergency Updates prepared for submission to WHO 3 levels by consolidating validated HIM inputs, priority epidemiological indicators, emergency-related public health events and key analytical messages. Expected by: 1 report per month, 6 reports in total by 31 December 2026.
Deliverable 4. Weekly overviews of event-based surveillance (EBS) activities prepared, including verification, risk interpretation, follow-up with designated focal points and documentation of signal status, actions taken and escalation needs. Expected by: 4 reports per month, 24 reports in total by 31 December 2026.
Deliverable 5. Event notification reports compiled based on verified signals identified through Epidemic Intelligence from Open Sources (EIOS), media monitoring and partner reporting, with the signal and event tracker maintained and updated by source, date, location, verification status, risk category, responsible focal point and follow-up action. Expected by: at least 1 report per month or as requested, approximately 6 reports in total by 31 December 2026.
Deliverable 6. Power BI dashboards and visual analytical products for core HIM workstreams maintained and updated, including epidemiological trends, weekly health information indicators, EBS signals, selected operational indicators and GIS-based maps and spatial analyses at national, oblast and, where feasible, raion levels. Products should be clear, refreshable, export-ready, checked, documented and accompanied by basic metadata and data quality notes. Expected by: 2 dashboards and related GIS map products by 31 December 2026.
Deliverable 7. Support provided to training sessions for Pandemic Influenza Preparedness at sentinel surveillance regional OCDCPs, including completion of checklists for monitoring visits to oblasts and practical orientation on reporting quality, interpretation of surveillance indicators, dashboard use and GIS- and map-based presentation of findings. Expected by: at least one visit conducted and checklists completed by 30 September 2026.
Deliverable 8. Oblast Public Health Profiles translated from Ukrainian into English, ensuring consistency of public health terminology, indicator definitions, geographic names, GIS references and analytical interpretation. Expected by: 25 files translated by July 2026.
Deliverable 9. Weekly Bulletins updated with relevant HIM highlights, key epidemiological trends, priority signals, dashboard snapshots, map extracts and concise analytical messages for situational awareness. Expected by: 4 bulletins per month, 24 bulletins by 31 December 2026.
Deliverable 10. Capacity-building support provided to UPHC staff on preparation of Monthly Epidemiological Updates for infectious disease surveillance, with emphasis on data validation, trend analysis, interpretation of surveillance indicators and clear visualization of findings for evidence-based public health use. Expected by: 31 December 2026.
Deliverable 11. Other related HIM Unit tasks performed as needed to adapt to emerging priorities, maintain continuity of operations and ensure timely delivery of reliable, actionable and health-information-oriented products. Expected by: as needed throughout the contract period.
