Monitoring, Evidence, Accountability and Learning Officer will be part of the MEAL Department and closely works with all Programme and if relevant support units in area office as well as Country Office MEAL team. This position supports NRC Ukraine Area South programming in the development, coordination, quality control, and implementation of the MEAL system in practice.
The MEAL Assistant supports the implementation of MEAL SOPs at the Area Office level.
The role contributes to monitoring activities including data collection through different methods, technical support with testing tools and primary data cleaning, field visits.
Generic Responsibilities
1. Contribute to the implementation of MEAL systems and Standard Operating Procedures (SOPs) at AO level.
2. Conduct quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations.
3. Ensure timely and accurate entry, cleaning, and organisation of monitoring and assessment data.
4. Support the maintenance of MEAL databases and proper filing/documentation (digital and hard copies).
5. Support verification of project activities, distributions, and beneficiary lists.
6. Promote safe, inclusive, and ethical engagement with communities during monitoring and assessment
activities.
7. At AO level, if delegated, support documentation/analysis of CFM data with the CO CFM Coordinator.
8. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the
MEAL policies and procedures.
Specific Responsibilities
•Ensure follow up of the MEAL processes and tools during all the project lifetimes.
•Conduct different types of data collection through different methods (surveys, key informant interviews, focus group discussion etc.) using mobile data collection methods (in-person or by the phone).
• Testing tools for data collection in terms of technical or logical errors.
• Maintain accurate documentation related to the MEAL system (e.g. monitoring reports, data collection tools/methodologies, indicator profiles, MEL Matrices/Work Plans, documented calculations of indicators) and ensure its proper filing.
• Support the project teams during implementation of field activities including assessment, registration, distribution etc.
• Support MEAL department with capacity building to project teams and partners on MEAL processes and tools.
• Carry out any other tasks relevant to the function and the position as delegated by the line manager
Generic Professional Competencies
•Minimum 1 year of relevant work experience.
•Knowledge of quantitative and qualitative data collection methods.
•Strong data collection skills (Kobo)
•Bachelor’s degree or diploma in social sciences, statistics, or related field preferred
•Fluency in spoken and written Ukrainian language, knowledge of English language is an advantage
•Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage.

•Familiarity with the humanitarian context in Ukraine
•Experience in collecting qualitative and quantitative information in national/international NGOs, research institutes, or academic settings (sociology or statistics department).
•Experience of working with mobile data collection systems (KoboCollect, ODK Collect).
•Capacity to evaluate progress and recommend necessary actions to support program progress and improving quality and impact.
• Strong analytical, problem-solving and communication skills.
•Ability to work under pressure, independently and with limited supervision.
