Background
The “Anti-Corruption Project” in Guinea-Bissau aims to strengthen national anti-corruption frameworks and institutions while fostering transparency, accountability, and citizen engagement. Anchored in the country’s National Anti-Corruption Strategy (NACS), the project supports the Ministry of Justice and Human Rights (MoJ) and other key institutions in addressing systemic corruption challenges that hinder peacebuilding, development, and trust in governance. In line with UNDP commitment to gender equality and inclusive governance, the project integrates a gender-responsive approach across all activities. It recognizes the differentiated impacts of corruption on women and men and seeks to address barriers faced by women and girls in accessing justice, public services, and decision-making processes, while promoting protection against gender-related forms of corruption. Activities include technical assistance to public agencies and CSOs, development of secure whistleblower protection systems, training for judicial and law enforcement actors, and community-based awareness campaigns. The project also prioritizes gender-sensitive approaches and addresses the specific risks and impacts of corruption on marginalized groups. Efforts are closely coordinated with civil society, media, and international partners, ensuring alignment with Guinea-Bissau’s commitments to the UN Convention Against Corruption, the Sustainable Development Goals (particularly SDGs 5 and 16), and national frameworks for gender equality and other governance frameworks.
The position of a Monitoring and Evaluation (M&E) Analyst is required to work with the project team to collect M&E information to enhance project effectiveness, impacts and results of the project, with a focus on measuring gender-related outcomes and ensuring that data collection, analysis and reporting.
Duties and Responsibilities
The M&E Analyst is responsible to develop the overall framework for project M&E (i.e. annual project reviews, participatory impact assessments, process monitoring, operations monitoring, lessons learned workshops). This will include the formulation of key performance indicators and parameters for monitoring project performance and measuring its progress towards its targets, ensuring the integration of gender-sensitive and gender-transformative indicators.
Specifically;
A. Design and Implement M&E Systems:
• Design M&E tools and implement monitoring and evaluation of the projects, as well as ensure updated and high quality of regular reports to PBF;
• Coordinate all external and internal evaluation processes, including drafting of ToR, M&E tools and methodologies;
• Integrate gender-responsive M&E methodologies, ensuring data is systematically disaggregated by sex, age, and vulnerability across all project components;
• Develop and track gender-specific performance indicators aligned with UNDP’s Gender Equality Strategy and the project’s gender equality objectives;
• Liaise with project team to collect and analyze data and to determine progress achieved;
• Ensure compliance of project deliverables according to the required standards of the donor;
B. Project Information Management
• Track project’s output and outcome level results on a periodic basis in close coordination with project team;
• Review and compile monitoring reports, project progress reports, evaluation reports, etc.;
• Update and maintain the project database, ensuring gender-disaggregated data is consistently recorded and accessible;
• Apply the UNDP Gender Equality Marker (GEM) in all project documentation and reporting, and ensure compliance with UNDP’s Gender Seal requirements;
• Support the identification and documentation of good practices and lessons learned that promote gender equality and women’s empowerment in anti-corruption and transparency interventions;
C. Capacity Development in M&E
• Facilitate knowledge sharing and networking on M&E-related focus areas;
• Provide technical support to Implementing Partners on all M&E related activities;
• Support monitoring and evaluation of the effects and impact of the project;
• Assist in coordinating across the available components of the Project to ensure effective implementation of M&E;
• Build capacity of project staff and partners in gender-responsive M&E methodologies, including gender analysis, sex-disaggregated data collection, and application of feminist evaluation approaches;
• Support women-led CSOs and community groups in participating meaningfully in participatory monitoring exercises;
D. Quality Assurance
• Develop the overall M&E framework for the project (annual project reviews, participatory impact assessments, process monitoring, operations monitoring, lessons learned workshops etc.);
• Formulate key performance indicators and parameters for monitoring project performance and measuring its progress towards its targets and analysis of existing social and economic data;
• Ensure that all M&E tools, reports, and evaluation frameworks explicitly incorporate gender equality dimensions and reflect UNDP’s commitments under SDG 5 and SDG 16;
• Conduct quality reviews of gender-related reporting, verifying accuracy of sex-disaggregated data and the integrity of gender equality markers applied across project outputs;
E. Reporting and Documentation
• Support the development of project annual reporting, Country Office annual report and review reports from implementing agencies and partners and PBF;
• Work closely with the project team to ensure that lessons learned from project evaluations are documented properly;
• Develop and maintain accurate information in a project database, as well as accurate and timely electronic files on deliverables;
• Undertake the quality control of project’s implementing strategies and approaches;
• Guarantee that UNDP Quantum System platform has all the required information on a timely manner;
• Ensure that all project reports include a dedicated section on gender equality results and that progress against gender-specific indicators is clearly communicated to donors and stakeholders;
F. General Responsibility
• Work closely with the project team member and relevant stakeholders to monitor project interventions;
• Ensure relevant outputs of M&E findings on the project are shared among implementing partners and primary stakeholders;
• Update project risk log and upload relevant documentation into the UNDP Quantum system;
• Carry out other duties and responsibilities related to M&E as assigned by supervisor;
• Actively contribute to a safe and inclusive working environment that is free from discrimination and promotes gender equality within the project team.

Required Skills and Experience
Education:
• Advanced university degree (master's degree or equivalent) in Evaluation, Economics, Public/Business Administration, Social Sciences, Gender Studies, Statistics, Technology or related field is required, OR
• A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in Monitoring and Evaluation or development work
