Organizational Context and Scope

Working under the overall supervision of the Head of Office in Pemba and the direct supervision of the Shelter Cluster Coordinator in Pemba, the successful candidate will be entrusted with the following duties and responsibilities.

Responsibilities

1.Provide support to organize and implement IOM’s migration health portfolio (HIV/TB, Cholera response, emergency health and nutrition activities) in Northern Mozambique.

2. Assist in the coordination and liaison with district health authorities, as well as humanitarian and development partners, including participation in local meetings, documenting meeting and following-up on outcomes.

3. Assist in the follow-up, access to care and referral of patients identified through the displacement cycle ensuring they are not lost to care but rather are linked to care at each step of the cycle.

4. Work with the integrated health-MHPSS-protection field teams in implementing activities including health education, community engagement, identification of lost-to-follow-up and other vulnerable patients, active case finding and screening, and referrals.

5. Organize integrated mobile brigades in coordination with district health authorities to deliver primary health care services to displaced populations and host communities, and as needed, support liaison with health authorities and proper escorts.

6. Provide supervision of team leaders from integrated field teams and ensure regular monitoring and reporting of community-based activities and primary health care service delivery; including follow up with team leaders on weekly community-based reports and preparing reports on service delivery by integrated mobile brigades, for updating of health programme databases.

7. Work closely with MHPSS, Protection and CCCM teams towards the delivery of integrated services to beneficiaries and cross-referrals.

Performance indicators for the evaluation of results

Submission of bi-weekly reports on progress

1. Weekly meetings with the team and National Officer for Migration Health

2. Submission of data to IM Assistant weekly

Education, Experience and/or skills required

1. Bachelor’s degree in medicine, Nursing, Public Health, epidemiology or other related area with at least three (3) years of relevant experience or High school diploma with at least five (5) years of relevant experience.

2. Professional experience implementing and monitoring health projects and interventions, including Nutrition, HIV/AIDS, TB.

3.Previous experience in health programming in emergency is an advantage.

4. Experience in project implementation and monitoring of activities at field level.

5. Previous experience with IOM a distinct advantage.

6. Experience in community outreach, social activism.

7. Experience working in coordination with local health authorities and partners, including working with decentralized health care system at the community and district levels.

8. Knowledge of emergency health, and/or primary health care.

9. Ability to document, organize, store, and disseminate project information to facilitate knowledge management.

10. Capacity to write succinct activity and quarterly reports.

11. Ability to work with a high degree of independence within assigned areas.

12. Good teamwork skills especially with community health workers.

13. Good communication skills, personal commitment, efficiency, and flexibility.

14. Knowledge of the health and social protection system (advantageous).

15. Ability to work effectively and harmoniously in a multicultural environment.

16. Good computer literacy, especially MS Excel.
