The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this position does not include responsibility for UNESCO's wider external communications, which is managed by the Division for Communications and Public Engagement.).
In line with UNESCO’s Major Programme V (Communication and Information), the Individual Consultant shall provide assistance on projects related to the Universal Access to Information and Digital Inclusion Section in the Communication and Information Sector’s work on Open Educational Resources. (OER)
Under the overall authority of the Assistant Director-General for Communication and Information, the Director of the Division for Digital Inclusion and Policies and Digital Transformation (CI/DPT) and the Chief of Section for Universal Access to Information and Digital Inclusion (CI/DPT/UAI) and the direct supervision of the Senior Programme Specialist responsible for OER and Digital Inclusion, the individual consultant will :
1. Support UNESCO’s capacity-building and policy initiatives for the implementation of the 2019 Recommendation on OER:
a) Support the organization of at least 5 regional information meetings on the 2nd Consultation on the OER Recommendation with National Commissions and regional bodies: Coordinate logistics, prepare briefing materials, liaise with UNESCO Field Offices and regional stakeholders, support documentation of outcomes, and ensure follow-up actions are implemented.
b) Support the preparation and launch of communication materials on OER with regional and inter-regional partners: Coordinate with various organizations on the development and dissemination of awareness-raising and advocacy materials, including videos, publications, and other communication products.
c) Support the development and dissemination of capacity-building toolkits: Assist in consolidating existing materials (such as explainer videos, issue briefs, and implementation guidelines for the 2019 Recommendation) into comprehensive toolkits for capacity-building purposes, ensuring these resources are accessible and ready for use in various training contexts.
d) Support the development of awareness-raising content: Assist in the conceptualization and coordination of human interest stories and case studies on Open Solutions, including potential documentation of OER in emergency situations and other relevant contexts.
e) Provide follow-up support for communication projects: Ensure effective implementation and quality control of externally contracted communication deliverables, including coordination with service providers and monitoring of project milestones.
2. Support the strengthing of international collabortion through the IGF/UNESCO OER Dynamic Coalition and regional engagement :
a) Organize at least 2 training sessions on the Dubai Declaration, OER, and Open Solutions: Develop training materials, coordinate with regional experts and stakeholders, facilitate sessions, and document outcomes and best practices.
b) Support the continuation and expansion of online collaborative activities through the UNESCO OER Dynamic Coalition Portal: Coordinate content development, community engagement, and facilitate knowledge-sharing among stakeholders.
3. Support overall programme implementation
a) Undertake other specific duties as instructed by the Supervisor on UNESCO’s OER and Digital Inclusion activities including drafting and editing of information material, concept notes, speeches, correspondence, briefings, project proposals, policy guidelines, agreements and other documents related to the implementation of the projects and in the areas relating to OER.
b) Ensuring visibility of activities, through drafting articles, newsletters, supporting the development of awareness-raising campaigns.
