The IFRC Pakistan Country Delegation works closely with the Pakistan Red Crescent Society and humanitarian partners to support disaster preparedness and response, climate resilience, health programmes, community engagement, and organizational development. The delegation provides technical and operational support to strengthen humanitarian services and build resilient communities across Pakistan.
The PGI/CEA Manager will work closely with the IFRC programme and operations teams to ensure that the key elements of Protection, Gender and Inclusion (PGI) and Community Engagement and Accountability (CEA) are effectively integrated across programmes and operations. The incumbent will enhance the impact, reach, quality, and efficiency of programme implementation through the integration of PGI and CEA approaches. This includes promoting child, youth, and community participation; establishing and strengthening cross-sectoral community feedback systems using existing tools and templates; supporting behaviour and social change communication; and ensuring information as aid is based on community feedback. The role will ensure community insights are used for operational decision-making, facilitate focus group discussions with diverse communities, and support outreach activities that prioritize the inclusion of the most vulnerable. The role will guide programme and operations teams to ensure dignity, access, participation, and safety throughout all activities, while promoting equal participation and non-discrimination regardless of age, gender, disability, religion, legal status, or other identity. In addition, the role will support PRCS and IFRC technical teams to enhance the impact, reach, and efficiency of programmes across sectors. The PGI approach will include both mainstreaming and targeted protection activities. The role will also support institutional PGI through capacity development and the development of policies and guidelines, while participating in Movement and external coordination mechanisms, including PGI working groups and protection inter-agency networks. The role will support programmes and operations to identify protection risks, including violence against children and sexual and gender-based violence, and take appropriate action to prevent, mitigate, and respond to violence, exploitation, and abuse. It will also support the development and strengthening of prevention, reporting, and referral mechanisms. For the CEA component, the role will use and adapt the Movement's CEA Guide, Toolkit, and existing tools and templates, ensuring activities are aligned with Movement-wide commitments and minimum actions for Community Engagement and Accountability. The incumbent will provide PGI and CEA technical support across IFRC programmes and operations implemented by the country delegation, working closely with PRCS and other partners to strengthen inclusive, accountable, and community-centred programming.
In collaboration with the programme and operations team, the incumbent will cover a wide range of outcomes, including, but not limited to the following: Protection Gender and Inclusion • Revisit and revise PGI roadmap in the ongoing programmes and operations. Develop work plans accordingly. • Ensure compliance and commitment to PGI and dignity, assess, participation and safety framework into overall operations, and in regular programs. Focused support to PGI mainstreaming in recovery including CVA. Support technical teams to follow PGI minimum standards in emergencies. • Review and support PRCS to develop PGI policies (PGI, PSEA, Child Protection/Safeguarding) and related SOPs to take policies into practice. • Develop contextualized PGI messaging and materials. • Support PRCS to conduct Child Safeguarding Assessments and related work plans. • Review Protection approach and support with identified referral mechanisms for SGBV and provide technical support on prevention, mitigation, and response to sexual and gender-based violence at all operational levels. • In addition to mainstreaming, support development of focused PGI actions under the operation, eg. disability inclusion focus actions. • Advocate to integrate protection, gender and inclusion at institutional levels, and work in close coordination with PRCS and partner national societies to further PGI agenda, leading to one PGI approach in all programs. • Position PGI and CEA as cross-cutting priorities across all programmes, ensuring they are embedded in planning, budgeting, and monitoring frameworks. • Identify funding opportunities and advocate for dedicated PGI/CEA resources in donor proposals. Community Engagement and Accountability • Ensure accountability to the feedback loop by supporting National Society teams in responding to and acting upon feedback received in a timely manner • Support and promote diverse community participation in operational planning, programme and activity design and implementation levels, support outreach activities and facilitate the roll out of CEA policies and procedures • Manage and compile community feedback data sets shared by the National Society (and partner national societies) and assure data quality; Code the qualitative feedback data using an established coding frame; Maintain an accurate dashboard of the collated data from various branches • Contribute to the regular review and improvement of the coding frames established for the flood operations and at the regional level • Support the sharing of community feedback analysis internally as well as externally; Analyse and visualize community feedback data on a regular basis • Ensure that all segments of communities, especially marginalised segments including women, children, elderly, and people with disabilities have equal access to information, and can share their feedback to be integrated in programming.
Coordination, Representation and Reporting • Contribute to training/coaching and development of the PGI and CEA staff and volunteers at National and provincial level. When needed, provide support to PHQ PGI and CEA Focal person in conducting capacity building activities for staff and volunteers • Actively participate and represent the PRCS in the Red Cross Red Crescent all levels of network and forums, such as the Accountability to Affected Persons (AAP) working group. • Closely work with PGI and CEA counterpart/s at the national society capacity development and training roll out. • Manage and compile community feedback data sets shared by National Societies and assure data quality. • Produce information products such as regular community feedback reports, updates on trends and potential other relevant products. • Support the sharing and adaptation of RCRC tools, methodologies and activities for PGI and CEA. • Closely work with the regional PGI/CEA team to stay updated on new tools and templates and ensure updates on Pakistan are included in relevant updates (i.e. CEA newsletter and CEA focal point meetings). • Set and support movement level PGI working group in Pakistan. • Closely coordinate with in-country movement partners, in particular with PGI/SGBV actions. • Engage with government stakeholders and humanitarian partners to promote PGI and CEA standards in national disaster management and recovery strategies. • Establish measurable PGI and CEA indicators within monitoring frameworks to track progress and impact. • Document lessons learned, success stories, and challenges to inform future programming and share with regional/global networks. • Facilitate community-led evaluations to ensure accountability and transparency.
Required Relevant university degree or higher education, preferably in social sciences, or international development.
Required • Minimum 5 years' experience in PGI (gender, child protection, or other relevant fields) and CEA . • Demonstrated experience in applying PGI/CEA (humanitarian protection/gender/accessibility) standards and guidelines in a range of contexts. • Experience working for humanitarian or development organisations. • Experience managing and analysing large data sets including both quantitative and qualitative data. • Experience of coaching, training and developing local staff and volunteers in PGI/CEA to build long-term capacity and create ownership. Preferred • Advocacy, Awareness Raising, Information security, Referral Pathways, Mainstreaming, Protection Gender and Inclusion. • Experience setting up and managing community feedback and complaints systems.
Required • Sound knowledge of gender and diversity issues in humanitarian programming. • Good analytical skills and knowledge of quantitative, qualitative and participatory research methodologies and analysis. • Proven Information Management and data skills in the areas of mobile data collection, data visualisation, including mapping and M&E. • Strong organizational skills, methodological and logical approach to tasks and problem solving. • Highly motivated, self-starter able to take initiative and lead a process. • Excellent command of Microsoft Office. Preferred • Knowledge on safeguarding principles and mechanisms, including PSEA and child safeguarding. • Demonstrated familiarity in using KoBo/Open Data Kit and preferred knowledge of QGIS, ESRI, Tableau, PowerBi and Illustrator. • Good coordination and negotiation skills, with the capacity to build partnerships with internal and external organizations . • Excellent interpersonal, communication and networking skills, able to build relationships with people at all levels of the organizations across multiple countries and cultures. • Good knowledge of Red Cross Red Crescent Movement.
