Key Responsibilities: The M&E Officer will play a key role in establishing and strengthening appropriate monitoring and learning systems, in collaboration with the field operations team, to improve the quality of implementation. He/She will be responsible for data collection, data management, data analysis, and reporting, including the preparation of monthly and annual reports in partnership with field teams and project partners. In addition, the M&E Officer will be involved in research activities and intensive assessments, including baseline, midline, and final evaluations, in coordination with consultants, Korean and Philippine research institutes, and the WV Korea M&E team. The work base for this position is Tacloban City. Key responsibilities: To ensure appropriate monitoring and learning process in place and functioning well so that information collected is reflected on and recommendations are facilitated with project team and community in order to improve project implementation. Capacity building of Project Staffs, Barangay health workers, data entry clerk or local stakeholders involved in data collection or analysis; lead the data analysis process on SPSS or on other software. To analyze and produce timely, consolidated reports for project management team on project progress towards overall achievements and recommendations for improvement based on information from monitoring and reflection. To support other DME tasks, such as assessment, design, evaluation, and semi/annual report as needed, but predominantly in monitoring; Support Project Manager to produce the high-quality report to the donor and FO. To document success stories, publish promotional materials and share them with the other projects/programs; Document all activities reports and achievement evidence. Qualifications: Bachelor degree of development management, social science or related fields. Degree or training in monitoring & evaluation, or program/project planning. At least 3 year experience in program/project planning and/or design, monitoring, and evaluation. Demonstrated competency in implementing assessments/evaluations, including designing assessment/evaluation, methodology, data collection and analysis tools, managing data collection in the field and analysing data. Excellent communication & training skills. Previous experience in delivering training. Skill to use statistics programme like SPSS and data analysis skill .
