Introduction:
The insecurity situation caused by Non State armed groups in the province of Cabo Delgado provoked the internal displacement of population in some districts creating a complex humanitarian health situation, currently graded as a public health protracted emergency Grade 2, with multiple concomitant factors feeding to the complex emergencies like climate related events, disease outbreaks (measles, AWD, cholera), affecting the provision of essential health services.
The WCO implements the response to this graded public health emergency, including repurposing its staff and recruiting additional staff to fulfill critical functions according to the IMS. WHO continues to deploy emergency response personnel to respond to these emergencies, lead the coordination of the health cluster and provide essential health services at the IDP camps.
Purpose of this role:
The purpose of the post is to provide technical support and cooperation to the the WHO Pemba Sub-Office, WHO Health Emergency (WHE) and to Ministry of Health provincial and districts levels towards planning and implementation of construction works in, CTCS and other medical clinics in the Cabo Delgado province as of technical support and cooperation on Logistical process implementation and management of medical and non- medical items, in close collaboration with the Pharmacy technician, WCO logistics and procurement teams.
Objective:
• To provide technical support in reinforcing the health logistics aspects in CTCs and planned medical clinics in resettlements sites.
• To identify, contribute to the hiring and supervision of daily workers in charge of the loading and unloading of cargo, construction of CTCs, water points, waste areas and any other health facility that WHO may plan to support in Northern Mozambique.
Descriptions of duties
Under the overall supervision of the WHO Incident Manager (IM-OIC) in Cabo Delgado and under the direct supervision of the health operation lead or Logistics lead, the consultant will be responsible for supporting on the logistical management of WHO local warehouse, according to standard procedures, assessing and supporting the technical work for improving the functionality of health facilities supported by the WHO response intervention in Cabo Delgado notably Cholera Treatment Centers, Oral Rehydration Points and Primary Health Care Clinics. He (she) will be closely working with the Pharmacy technician consultant, Supply Chain Coordinator, Operations Officer WHE cluster and Health cluster coordinator.
He/ She will:
• To support the functionality and daily operations of the WHO Warehouse, as of transportation of goods, in close collaboration of the pharmacy technician consultant for medical items.
• To assess the level of functionality of the targeted health facilities (CTCs) by WHO operation response interventions
• To develop plan for the construction and maintenance of targeted health facilities
• To work with WHO procurement officers in ensuring the availability of all materials and equipment for the construction of CTCs or other health facilities
• To mobilize the required human resources and daily workers for loading and unloading of cargo, the construction of the CTCs and other health clinics
• To ensure WHO quality standards in the construction of the CTCs and other targeted health clinics
• Conduct any other tasks/assignment authorized by WHE cluster and WR.
Proven experience to function within multi-disciplinary teams. Ability to communicate clearly and concisely, orally and in writing. Knowledge of supply management functions and tools
Educational Requirements:
• Essential: Degree or professional trainings in logistics, construction
• Desirable: Additional professional trainings in logistics with the focus on building and maintenance of health care facilities
• Essential: At least 5 years’ experience in planning, building and maintaining health care facilities.
• Desirable: Working experience with WHO or international NGO experience in health emergencies would be an asset
• Essential: Good knowledge of English and Excellent knowledge of Portuguese Languages.
• Desirable: Experience with Excel, and logistic management tools. .
