CONTEXTE STRUCTUREL

Sous la supervision générale du Charge de l’Unité Chaine d’Approvisionnement et sous la supervision directe de l’Officier de Informaiton Management pour le Secteur Logistique, l’Assistant Logistique IM sera en charge de la gestion des informations relatives au secteur Logistique et du maintien d’une plateforme logistique on line contenant différents couches d’informations. Il/elle travaillera en étroite collaboration avec l’équipe Logistique et l’équipe Data et Knowledge Management (DKM) et aura les responsabilités suivantes :

RESPONSABILITES CLES (non exhaustives, dans le cadre de l’autorité déléguée):

• Participer à une évaluation multisectorielle pour fournir un meilleur aperçu des besoins humanitaires et travailler sur une réponse humanitaire intersectorielle
• Mener des évaluations spécifiques au secteur de la logistique, y compris des missions et des analyses sur le terrain, et produire des produits de gestion de l'information de qualité, notamment des LCA, des cartes des contraintes d'accès, des SoP, etc.
• Développer des canaux amplifiés et des moyens de dissimiler l'information
• Aider à l'élaboration de documents de plaidoyer, de plans de réponse rapide et de ConOps
• Aider au soutien opérationnel dans les plans potentiels de convoi humanitaire, de soutien au stockage en transit, etc.
• Collecter, filtrer et analyser toute l’information logistique relevante pour le secteur.
• Contribuer a Identifier les besoins d’information
• Compiler dans de format préétablis et partager à travers une liste de diffusion les informations relatives aux activités logistiques humanitaire
• Examiner les ensembles de données existants dans la plate-forme logistique du Haiti
• Identifier les ensembles de données clés manquants et requis
• Identifier comment (et de qui) les ensembles de données peuvent être obtenus (rassemblés ou créés)
• Identifier les partenaires clés et établir des relations (si nécessaire, des accords écrit) de travail
• Participer à des réunions de partenaires et de groupes de travail représentant la plate-forme et PAM
• Contribuer a l’elaboration avec les partenaires des POS (Procédures Opérationelles Standard) pour la plateforme (échange et mise à jour des données) Mettre à jour et maintenir le contenu de la plateforme pour Haïti
• Identifier et communiquer toutes problèmes de plateforme lié à la mise en œuvre en Haïti
• Contribuer à la mise à jour de l’LCA pour Haiti
• Préparer et faire des présentations, des rapports, d'autres analyse, et de sensibilisation
• Conseiller et renforcer la capacité des partenaires institutionnels du PAM comme la DGPC et le CNIGS
• Effectuer d'autres tâches selon les besoins du PAM

QUALIFICATIONS AND EXPERIENCE:

Education: Achèvement des études secondaires, de préférence complété par un baccalauréat en informatique ou équivalent.

Experience: Au moins cinq (5) ans d'expérience en gestion de bases de données ou de systèmes d'information. L'expérience des plateformes SIG (ArcGIS ou autres) est un atout.

Language: Excellente compétences linguistiques écrite et orale en français. Bonne connaissance de la langue anglaise.
