Background:
In the framework of ongoing efforts to strengthen youth participation and governance at the local level, the OSCE Presence in Albania, in close cooperation with the National Youth Agency (AKR), is supporting the development of three short training videos (2–3 minutes each, total approximately 7–9 minutes) for newly elected and serving members of Local Youth Councils (LYCs/KVR) across Albania’s 61 municipalities. The training videos aim to provide standardized, accessible, and engaging guidance to ensure that all LYC members, regardless of their municipality’s location or resources, receive consistent foundational training on: (1) the legal and institutional basis of the KVR; (2) their role, rights, and responsibilities as members; and (3) practical tools for meaningful engagement in municipal decision-making.
The content of the three videos will be grounded in the legal framework established by Law No. 75/2019 “On Youth,” as amended by Law No. 24/2025 (dated 17 March 2025), and the Manual and Guidelines for the Establishment and Functioning of Local Youth Councils, approved by the National Youth Agency. The videos will be hosted on the AKR website and social media for continuous, self-paced access by current and future LYC members.
Objective of Assignment:
The objective of the local expert is to design and develop the content and scripts for three training videos on Local Youth Councils, in close co-operation with the National Youth Agency and the OSCE PiA.
Duration of Assignment:
This consultancy is envisaged to be developed during a period of 3 months from July to October 2026.
Tasks and Responsibilities:
Develop the content and scripts for three training videos:
The expert will develop detailed scripts for all three training videos (2–3 minutes each), including:
• Video 1: Legal basis (Law 75/2019, Law 24/2025), municipal obligation to establish KVR, role of AKR, institutional positioning (KVR within the local governance ecosystem – relationship with Municipal Council, Mayor, youth worker, AKR).
• Video 2: Composition and membership criteria, gender equality requirements, mandate duration, core duties (attendance, representation, peer consultation, reporting), and rights (information access, consultation, agenda-setting, Municipal Council participation).
• Video 3: Official engagement channels, practical tools (position papers, meeting requests, AKR coordination), collaboration with CSOs/youth NGOs/neighbouring KVRs, common challenges and escalation mechanisms, public transparency tools.
The scripts will be based on the Manual and Guidelines for the Establishment and Functioning of Local Youth Councils.
Coordinate visual concepts with the videographer:
The expert will closely collaborate with the videographer in proposing and reviewing the visual concepts for all three training videos. The expert will develop infographic concepts for: the institutional ecosystem diagram (Video 1), the rights and responsibilities framework (Video 2), and the engagement channels flowchart (Video 3). The expert will ensure that terminology, key legal references, and learning objectives are consistent across all three videos, and will provide suggestions on visual elements (graphics, infographics, on-screen text, animated diagrams) to make the content engaging and accessible for young audiences.
Review and finalize content with AKR and OSCE PiA:
The expert will closely collaborate with the National Youth Agency and OSCE PiA to review, revise, and finalize the video scripts for all three videos. The expert will incorporate feedback provided during the review process in a timely and professional manner, ensuring alignment with the legal framework, the KVR Manual, and the institutional positions of AKR and OSCE PiA.
Support the videographer during recording:
The expert will be available during the recording sessions for all three videos to ensure that the scripts are delivered accurately, that the content fits within the 2–3-minute format per video, and that learning objectives are maintained throughout the filming and editing process. The expert will provide real-time guidance on content accuracy, particularly regarding legal references and institutional terminology.
Submit final versions of three video scripts:
After incorporating all feedback and suggestions from AKR, OSCE PiA, and the videographer, the expert will submit the final versions of both scripts, ready for publication alongside the finished videos.
Deliverables:
- Three comprehensive video scripts (one per video, timed to 2–3 minutes each), including clear narration text in Albanian, key messages, suggested visual cues, infographic descriptions, and practical examples drawn from the legal framework and the KVR Manual. Each script shall include timing markers and visual/audio direction notes for the videographer
- The scripted needs to be approved by OSCE PiA
- An agreed visual concept and storyboard for each of the three videos, ensuring consistent terminology, clear learning objectives, and a visually appealing style suitable for a youth audience. Infographic briefs for the institutional positioning diagram, rights/responsibilities framework, and engagement channels flowchart.
- Well-structured and reviewed scripts for all three videos that meet the standards of the National Youth Agency and OSCE PiA. All feedback effectively incorporated. Verified alignment with the legal framework and institutional messaging.
- Scripts and content that are well-prepared for recording and editing, technically accurate, properly timed (2–3 minutes per video, strict maximum 3 minutes for Videos 1 and 2, and 3 minutes for Video 3), and aligned with the learning objectives of each video module. Voice-over narration recorded for all three videos (if agreed with OSCE PiA). A compiled visual asset package of existing photographs and footage cleared for use, with source attributions and permission confirmations.
- Three finalized video scripts that reflect all feedback and are fully aligned with the finished video products.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
