Local Consultancy to conduct an assessment across the seven spotlight counties at 28 health facilities including One stop centers and 7 safe homes

The Position:

The purpose of the consultancy is to conduct an assessment across the eight spotlight counties at 34 health facilities including One stop centers. Integrated Health Facilities and 9 safe homes to determine the material needs and cost for refurbishing or facelifting those facilities.

Job Purpose:

The main objective is to conduct a comprehensive technical assessment of 13 One Stop Centers and 15 Integrated Health Facilities, and 7 Safe homes develop the required technical documentation to support the procurement and selection of a qualified contractor for the refurbishing of these facilities.

Despite high rates of Sexual and Gender-Based Violence (SGBV) in Liberia, the critical facilities supporting survivors operate in physically constrained and deteriorating environments, compromising safety, confidentiality, and the overall quality of care. As the primary access points for immediate medical, psychosocial, and forensic services, these facilities struggle with inadequate privacy, unreliable WASH (Water, Sanitation, and Hygiene) and electrical systems, and limited disability access. Providing medium-to-long-term shelter for high-risk survivors, these residential facilities often lack essential security (broken locks, missing perimeter fencing), private counselling areas, and adequate basic infrastructure. Under Spotlight Initiative 2.0, UNFPA is prioritizing the physical strengthening of both One Stop Centers/Integrated Health facilities and Safe Homes to ensure they function as secure, trauma-informed environments. While major new construction is outside the EU Spotlight 2.0 programme’s scope, UNFPA is implementing critical, cost-effective upgrades:

● Installing privacy partitions, repairing locks, and enhancing perimeter security and lighting.

● Restoring and upgrading basic WASH and electrical systems

● Fixing accessibility barriers and providing appropriate furniture and equipment for dignified living, counseling, medical exams, and forensic handling.

As a result of this, UNFPA is hiring a local consultant to assess 28 health facilities including 13 OSCs and 15 Integrated Health Facilities and 7 Safe homes focusing on essential improvements, to bridge the gap between facility infrastructure and the delivery of safe, dignified, and effective survivor care.

Scope of Work:

Under the overall guidance of UNFPA GBV and Harmful Practices Program Speciaist and in close collaboration with County Health Teams and County Gender Coordinators the consultant is expected
to ensure the following:

Assessment for One stop centers, Integrated Health Facilities and Safe Homes
The assessment shall include, but not be limited to, the following areas:
1. Buildings: Structural integrity, roofing, walls, flooring, windows, doors, and accessibility features.
2. Electrical Systems: Power supply, distribution, lighting, backup systems, Solar, Generator, and electrical safety needs.
3. Plumbing and Water Systems: Water supply, drainage, sewage disposal, and sanitary facilities in line with MoH health infrastructure standards
4. Fire Safety Systems: Fire alarms, extinguishers, sprinkler systems, and emergency exits.
5. Security Systems: Access control systems including for doors, windows etc.
6. Waste Management: Medical waste disposal, general waste management

The consultant is expected to provide in writing, a comprehensive report with a Costed BOQ and images of the facilities.

Supervisory Arrangements:

The GBV and Harmful Practices Program Specialist will ensure quality assurance with oversight from the Deputy
Representative.

Expected Travel:

The consultant is expected to travel to the eight counties listed above to collect the required information

Qualifications and Experience:

The following years of education and experience are minimum requirement qualification:
● Associate’s degree in civil engineering, Architecture, Public Health Infrastructure, Urban and Regional Planning,
Environmental Engineering or a closely related field.
● Minimum of 3 to 5 years of professional experience in structural assessments, infrastructure monitoring, or facility assessment.
● Familiarity with the Liberia Ministry of Health guidelines and health sector operations.
● data analysis, reporting, and IT skills.
● Excellent communication skills and ability to navigate rural and remote counties in Liberia.
● Demonstrated expertise in conducting infrastructural assessments and providing recommendations.

Languages:

• Fluency in English

Duration and working schedule:

The consultant is expected to deliver this task in 16 days after signing of contract. working days.
11 days in the field collecting data and five (5) days to consolidate the reports and share with UNFPA

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultant is expected conduct the assessment across Montserrado, Grand Cape Mount, Bong, Lofa, Nimba, Grand Gedeh and Grand Bassa. This work is expected to be delivered within 16 working days after
the signing of contract. The consultant is expected to submit electronic and hard copies of all
key deliverables mentioned.

UNFPA will provide the list of facilities per county that the consultant is expected to cover.
Provide logistical support (Vehicle and Internet data) for field visit. Space at UNFPA Country Office ( if needed)
