For every child, protection

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the direct supervision and technical guidance of the UNICEF Immunization Specialist, the consultant will perform the following key tasks:

1. Adapt the standard Children’s Environmental Health Assessment methodology to the Philippines context taking into consideration data availability and identifying key stakeholders.
2. Collect secondary data from public sources (e.g., international initiatives, government sourced) and scientific evidence with systematic approaches to harness triangulation between different data types, and analyse the burden of disease for children in Philippines, which are attributable to climate and environmental hazards.
3. Assess and analyse the exposure of children to environmental hazards, including heat, air pollution, heavy metals, toxic chemicals, hazardous waste and other climate change related hazards, which will serve as foundational knowledge to CEH Assessment report.
4. Analyse existing CEH programmes, policies, frameworks and initiatives at both national and subnational levels and analyse key bottlenecks
5. Conduct the stakeholder analysis and partnerships mapping, particularly analysing institutional arrangements and coordination mechanisms, existing CSOs and any potential public or private sector stakeholders.
6. Consult with children and young people in their views.
7. In consultation with key stakeholders, formulate conclusions and recommendations, and develop a final report.

Deliverables:

1. An inception phase to formulate the key assessment questions based on UNICEF’s global CEH methodology and identification of key stakeholders to be consulted as well as development of assessment tools.
2. Data collection will include desk review of existing secondary data on environmental health in the Philippines, key informant interviews with government, civil society, academia, private sector and young people at national and subnational levels.
3. Data analysis and synthesizing in line with the CEH assessment framework.
4. Validation or findings and drafting of recommendations through a consultation with key stakeholders.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education:

• Advance degree in Public Health; Health Sciences; Environmental Health; Toxicology; or other relevant areas

Work Experience:

• 5+ years of work experience on the field of environmental health and/or climate change and health;

Skills and Desirables:

• Demonstrated experience in secondary research, especially in the field of environmental health;
• Understanding of the Philippine context including health sector and environmental field;
• Previous work experience with the Philippine government agencies is an asset;
• Good working knowledge on UN agencies is an asset.
