Organizational Setting

The Office implements a broad portfolio of programmes and projects in agricultural research and innovation, capacity development, natural resource management, technology transfer, agricultural policy, livestock and crop production systems, forestry, food security and nutrition, statistics, emergency preparedness and response, and food quality and safety.
The project “Sustainable Ecosystem and Agriculture Management for Rural Development in Mongolia (STREAM+)” aims to contribute to Mongolia’s green and digital transition towards inclusive and sustainable development. The project is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), with GIZ serving as the lead implementing agency and FAO as an implementing partner responsible for the Agriculture and Land Component.
FAO is seeking a Land Management Specialist to provide technical support for the implementation of integrated land management activities under the Agriculture and Land Component, including land use planning, territorial development planning, land degradation assessment and monitoring, and stakeholder capacity development.
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR) in Mongolia, the direct supervision of the National Project Manager (STREAM+), and in close coordination with the Assistant FAO Representative (Programme), the Land Management Specialist will support the implementation of land management activities under the STREAM+ project.
Technical focus
The incumbent will provide technical expertise on integrated land management, territorial development planning and implementation, land degradation assessment and monitoring, stakeholder coordination, and capacity development to support sustainable land use and rural development in the project target areas.
Tasks and responsibilities
• Review and analyse existing aimag- and soum-level land use and territorial development plans in the project target areas.
• In collaboration with relevant aimag Departments of Land Management and Urban Development, prepare technical specifications, bidding documents, and co-financing arrangements for the development of integrated land management plans.
• Develop technical specifications and equipment requirements necessary for project implementation.
• In consultation with ALAMGAC and relevant stakeholders, develop science-based guidelines and methodologies for integrated land management planning, implementation, assessment, and monitoring, building on existing national frameworks.
• Organize and deliver capacity-building activities for aimag and soum land officers and other stakeholders.
• Facilitate participatory and evidence-based processes for the preparation and documentation of:
• Integrated aimag land management plans, incorporating land degradation, natural resources, forestry, and biodiversity considerations;
• Soum territorial development plans and support the implementation of previously developed plans.
• Supervise and monitor the work of contractors and consultants engaged in land management and territorial development planning activities.
• Coordinate with government institutions, local authorities, communities, and other stakeholders to ensure endorsement, implementation, and monitoring of land management plans.
• Contribute to project monitoring and evaluation, including quarterly, semi-annual, and annual progress reports.
• Perform other duties as assigned by the National Project Manager, AFAOR, or FAOR.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Land Management, Geography, Environmental Management, Natural Resource Management, Spatial Planning, Forestry, Agriculture, or a related discipline.
• At least seven years of relevant professional experience in land management, land use planning, territorial development, natural resource management, or related fields.
• Working knowledge (Level C) of English and Mongolian.
• National of Mongolia.

Technical/Functional Skills
• Strong technical knowledge and practical experience in integrated land management, territorial development planning, land degradation assessment, and natural resource management.
• Familiarity with national land administration systems, policies, and institutions, particularly ALAMGAC and related frameworks.
• Experience in developing land use plans, territorial development plans, or similar planning instruments.
• Excellent analytical, planning, and organizational skills, with strong attention to detail.
• Strong writing, editing, and reporting skills in both English and Mongolian.
• Excellent interpersonal and stakeholder engagement skills, with the ability to build effective working relationships at all levels.
• Experience in coordinating with government agencies, development partners, and local communities.
• Experience working within the UN system or international development projects is an asset.

• Strong problem-solving, time management, and self-organization skills.
