ROLE PURPOSE
The MONEV Manager is the technical lead for monitoring, evaluation and accountability across the KREASI program. The role is responsible for designing the project's M&E system, ensuring technical quality, and driving the use of M&E data to support adaptive management, donor accountability and continuous program improvement, in line with Save the Children's MEAL standards.
The Manager leads the design and operation of an integrated M&E system that captures performance against the KREASI Results Framework, supports evidence-based decision-making and adaptive management, and ensures accurate and timely reporting to the Global Partnership for Education (GPE), DFAT, and other stakeholders. This includes oversight of the project Monitoring Information System (DevResults), data quality assurance, indicator tracking, accountability mechanisms, and routine reflection processes for adaptive management.
The MONEV Manager provides direct line management and technical supervision to the Data Management Specialist and the Data Management Officer. The role works closely with KREASI’s Technical teams, Regional Managers, the Research, Learning and Knowledge Management Manager, and implementing partners to ensure M&E processes are integrated, practical, and aligned with the KREASI MEAL Handbook.
The position also plays a key role in ensuring monitoring evidence informs adaptation, partner reflection, and donor reporting, and that accountability mechanisms are inclusive and responsive. The role ensures coherence and synergy across KREASI components and with other Save the Children initiatives in Indonesia, as well as alignment with government and donor M&E approaches.
KEY AREAS OF ACCOUNTABILITY
Technical Leadership and Team Management
- Serve as the technical authority for monitoring and evaluation (M&E) within KREASI, providing strategic direction and quality assurance across all monitoring, evaluation, and accountability components.
- Advise the Head of Programs and Chief of Party on risks and opportunities related to M&E performance, data integrity, and adaptive management.
- Lead the design, implementation, and continuous improvement of the KREASI M&E systems, in alignment with Save the Children's MEAL standards, and donor requirements.
- Line management and technical supervision to the Data Management Specialist and Data Management Officer.
- As part of the expanded Senior Management Team, foster a collaborative culture grounded in evidence-based decision-making and accountability.
Monitoring and Results Framework Reporting
- Oversee the operationalization of the KREASI Results Framework, including indicator definitions, data sources, frequency, disaggregation, and reporting protocols.
- Ensure the MEAL Handbook is regularly updated and made available to partners.
- Lead annual and periodic indicator tracking and reporting against targets to GPE, the LEG, and Save the Children.
- Ensure timely, accurate, and high-quality M&E inputs to donor narrative reports, six-monthly progress reports and performance reviews.
- Lead and provide technical oversight of evaluation studies (baseline, midline, endline), including TOR development, oversight of consultants, and quality assurance of methodologies and outputs.
- Ensure integration of GEDSI, disability inclusion, climate change, and child safeguarding considerations across M&E design, tools, indicators, and accountability mechanisms.
Adaptive Management
- In collaboration with the Education Manager and Ecosystem and Advocacy Manager, design KREASI process evaluation to ensure SC is able to monitor quality of program delivery.
- Work with technical leads (Education, Ecosystem and Advocacy) to promote systematic use of monitoring and process evaluation data to inform adaptive management and continuous program improvement.
- Coordinate closely with the Research, Learning and Knowledge Management Manager to ensure M&E evidence feeds into KREASI's broader learning agenda, knowledge products, and external dissemination.
Accountability and Safeguarding in M&E
- Lead the design and operation of accountability mechanisms, including community feedback and complaints handling, in line with Save the Children's accountability standards.
- Ensure accountability data informs program adaptation and is reported transparently to communities, partners, and donors.
- Ensure M&E practices comply with Save the Children's data protection, safeguarding, and do-no-harm principles.
Data Management and MIS Oversight
- Provide technical oversight of the project Monitoring Information System (DevResults), in close collaboration with the Data Management Specialist.
- Ensure data quality assurance protocols, validation checks, and audits are implemented across all KREASI districts and partners.
- Ensure MIS data is structured, secure, and accessible for use in management, reporting, and learning.
- Ensure data is available and utilized across provincial/district teams, KREASI partners, and district and national stakeholders.
Partner Capacity Strengthening and Technical Assistance
- Provide strategic oversight of partner M&E capacity development.
- Ensure KREASI technical assistance enables partners to deliver high-quality data collection, analysis, accountability, and reporting grounded in adult learning principles and local context.
- Ensure partner data quality assessments are completed to a high standard and inform adaptive programming.
Coordination and Representation
- Represent KREASI in M&E-related coordination platforms and technical working groups as delegated.
- Coordinate closely with the Education Manager, Ecosystem and Advocacy Manager, and Research, Learning and Knowledge Management Manager to ensure coherence between M&E, technical implementation, advocacy, and research and learning.
- Coordinate with Save the Children Country Office MEAL leadership to align with country-wide MEAL approaches.
- Engage with donor M&E coordination platforms to align KREASI reporting with broader education sector investments.
