Duties and Responsibilities
The UN Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Industry and Economy Division works with national and international governments, non-governmental organisations, business and industry to develop and implement policies, strategies and practices that internalise environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEP’s Economics and Fiscal Policy Unit (EFPU) leads the organisation’s work on sustainable public finance, supporting Ministries of Finance and Planning to align fiscal frameworks with durable and inclusive growth, competitiveness, resilience, and the simultaneous achievement of economic, social and environmental objectives. Under UNEP’s Finance and Economic Transformation (FET) sub-programme, the EFPU carries a portfolio of substantive analytical and research workstreams that help Ministries of Finance align fiscal and economic policy with durable and inclusive growth, competitiveness, resilience and climate action. These workstreams are knowledge-intensive and time-bound: each requires dedicated desk research, evidence synthesis and analytical drafting over a defined period, after which the need does not continue. The functions sought under this assignment are therefore results-oriented and analytical in nature, involving the gathering, interpretation and synthesis of policy and country evidence into usable analytical products. Specific tasks and responsibilities The junior analyst’s responsibilities will include, but will not be limited to: •Conduct desk research and literature reviews on the new thematic areas of the guide and synthesise the findings into structured analytical notes. •Identify, compile and analyse Ministry of Finance country case studies and examples, mapping them against the functions and chapters of the guide. •Draft annotated content, boxes, figures and evidence summaries for sections of the guide, for review and integration by the CFMCA Coordinator and the Programme Management Officer. •Synthesise technical inputs received from partners and member Ministries of Finance into clear analytical summaries structured against the guide’s framework. •Conduct background analysis and prepare analytical briefing inputs for the Programme Management Officer ahead of key engagements and meetings.
Qualifications/special skills
Bachelor’s degree (B.A. or equivalent) in economics, public finance, business administration, public policy, environmental policy, development or a closely related field is required. A Master’s degree in any of these or a closely related field would be considered an asset. -A minimum of one - two years of relevant professional experience in economic, fiscal, climate or sustainable finance policy research and analysis. -Demonstrated ability to conduct desk research and literature reviews and to synthesise technical and policy material into clear, well-structured written outputs. -Strong analytical and writing skills, with the ability to draft briefing notes, evidence summaries and sections of technical documents to a professional standard. -Familiarity with public finance, fiscal policy, climate finance or sustainable finance concepts. -Experience working with the United Nations, other international organisations or development partners is desirable. -Familiarity with the Coalition of Finance Ministers for Climate Action or the Partnership for Action on Green Economy (PAGE) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English is required. Knowledge of another UN language is an asset.
