Background:
The consultant’s engagement will support KAPS in developing a strategy grounded in a comprehensive institutional analysis and aligned with its legal mandate, contemporary developments in public safety education, and evolving institutional and accreditation requirements. Particular emphasis will be placed on ensuring that the strategy includes realistic implementation mechanisms and clear monitoring and evaluation components.
The mentoring process will be implemented through four interconnected phases:
Throughout these phases, the consultant will review relevant institutional documents and accreditation findings, conduct consultations with key stakeholders, and guide the drafting and refinement of both the strategic document and its implementation framework.
The first two phases, namely the analysis of the current situation and the drafting of the Development Strategy 2027–2031, will be conducted remotely through online meetings and the exchange of working documents via email.
The third and fourth phases, focusing on validation discussions and the finalisation of the document, will be conducted on site. A three-day workshop will be organized outside the participants’ regular working environment to ensure focused and uninterrupted engagement in the strategic planning process and the review of draft materials.
The final validation roundtable will take place at the KAPS facilities. It will bring together senior managers, planners, and policy-makers from KAPS, the Kosovo Police (KP), Emergency Management Agency (EMA), Police Inspectorate of Kosovo (PIK), Kosovo Customs (KC), Kosovo Probation Service (KPS), Kosovo Correctional Service (KCS), the Ministry of Internal Affairs (MoIA), as well as relevant international partners.
To ensure inclusive participation and coordinated institutional input, KAPS will establish an inter-institutional working group to support the coordination, drafting, and finalisation of the KAPS Development Strategy 2027–2031. Throughout this process, Mission representatives and members of the working group will provide professional support. This mechanism will aim to reinforce institutional ownership, inter-agency cooperation, and the sustainability of the overall strategic planning process.
Objective of Assignment:
The strategy and its action plan will create a unified platform for training and education investments, preventing duplication of donor-supported initiatives and establishing a coordinated approach to career development across the entire public safety sector.
Duration of Assignment:
The Consultant will be hired for 10 working days.
Tasks and Responsibilities:
To carry out desk research related to the background of the KAPS. Analysis of the current situation (3 days off-site).
Drafting the KAPS Strategy for 2027-2031 (3 days off-site)
Facilitate a workshop with KAPS senior management and counterparts on Strategic Validation (3 days on-site)
Consultancy report including final draft version of the KAPS Development Strategy 2027–2031.
