Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division engages with governments and other partners to develop and promote ecosystem-based solutions for sustainable development. This assignment is in the Nature Frameworks Support Unit of the Biodiversity and Land Branch, Ecosystems Division. The Convention on Biological Diversity (CBD) is the principal international instrument for biodiversity conservation, sustainable use, and fair and equitable sharing of benefits. Following the adoption of the Kunming-Montreal Global Biodiversity Framework (KM-GBF), Parties are advancing implementation through negotiations in subsidiary bodies, including the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) and the Subsidiary Body on Implementation (SBI). The outputs of these negotiations lead the debate and even the scope of the negotiations at the Conference of the Parties 17 (COP17) in Armenia. Peru, through the Ministry of Environment of Peru (MINAM), actively participates in these negotiations. The upcoming SBSTTA-28 and SBI-7 meetings (July-August 2026) will address key issues such as: • IPBES: the methodological assessment of the impact and dependence of business on biodiversity and nature’s contributions to people. • Resource mobilization and the financial mechanism To strengthen its technical and strategic engagement for COP17, the General Directorate of Biological Diversity of MINAM (DGDB – MINAM) requires a 04-weeks specialized advisory support to review the outcomes of SBSTTA-28 and SBI-7 to prepare proposals of possible national positions for COP17 (ongoing and post-evaluation). The consultant will report to the Programme Management Officer of the Nature Frameworks Support Unit, in close collaboration the Facilitator in Peru and General Directorate of Biological Diversity, Ministry of Environment (DGDB - MINAM). Duties and Responsibilities The NBSAP Accelerator Partnership is a country-led global initiative that supports the development and implementation of ambitious National Biodiversity Strategies and Action Plans (NBSAPs). Its mission is to unite countries in achieving the goals and targets of the Kunming-Montreal Global Biodiversity Framework (GBF) and, ultimately, the global vision of living in harmony with nature by 2050. The NBSAP Accelerator Partnership provides technical and financial support for the implementation of GBF-aligned NBSAPs. This includes strengthening country-driven coordination, fostering collaboration among stakeholders, facilitating knowledge sharing and best practices, and addressing country-specific needs. It also helps raise the national profile of countries' NBSAPs, and fast-track implementation through a matchmaking service, increased access to expertise, knowledge, and capacity development, and in-country facilitation support. The NBSAP Accelerator Partnership’s Facilitator Programme - provides countries with direct technical support to accelerate implementation and enhance coordination in biodiversity action. It supports countries to identify and prioritise NBSAP needs, mobilise resources, foster collaboration among stakeholders, and accelerate NBSAP implementation through a whole-of-government and whole-of-society approach. Product 1: Ongoing and post-evaluation of the outcomes of SBSTTA-28 and SBI-7 (to be completed within 03 weeks from contract start) • Analyze and technical review on the official outcome documentation of SBSTTA-28 and SBI-7 related to: - Matters related to the work programme of IPBES. - Resource mobilization and the financial mechanism. • This includes all relevant official documents and information notes (INF documents) associated with these agenda items; in particular, the documents containing the following three strategic studies: - Study on the relationship between debt sustainability and the implementation of the CBD - Study on the implementation of safeguards in biodiversity finance mechanisms (Decisions XII/3 and 14/15), including identification of good practices, lessons learned, and opportunities for improvement - Study on the relationship between biodiversity and climate finance • Present the content of the documents and the three studies in detail before the DGDB - MINAM team. Product 2: Development of Peru’s Possible Negotiation Positions for COP 17 (to be completed within 04 weeks from contract start) • Develop strategic substantiated proposals for Peru’s possible negotiation positions for COP17, including technical text, covering: - The two priority agenda items listed above; and - Other SBSTTA-28 and SBI-7 items that incorporate or are linked to these themes. • In particular: - Address both subcomponents of “resource mobilization and financial mechanism”: (i) resource mobilization and (ii) financial mechanism. - Identify and analyze linkages across all other items to determine where these themes are addressed. • Present proposed possible positions to the DGDB - MINAM team.
Qualifications/special skills
An advanced university degree in Finance, Business Administration, and/or Economics is required. A professional degree in Economics, Business Administration, Accounting, Biology, Environmental Engineering, or a related field is also required. A minimum of six (6) years of relevant professional experience in environmental policy, finance or economics, investment projects, or related fields is required. Experience in international negotiations related to multilateral environmental agreements, or with multilateral o bilateral development entities, or related to the development of international financial instruments, is required Experience in financial and/or economic analysis or assessment is required. e) Experience supporting national participation in CBD processes, including subsidiary bodies such as SBSTTA and SBI, is desirable.
Languages
Fluency in written and spoken Spanish and English is required. Working knowledge of another UN language is an advantage.
