WHY JOIN WFP?
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Multiple UN agencies and NGOs in Afghanistan maintain their own identity management systems – each containing beneficiary records collected for different programmatic purposes. The absence of shared or interoperable mechanisms for consolidating, cleaning, and de-duplicating these datasets limits the ability of agencies to coordinate assistance, reduce duplication, and improve targeting efficiency for maximized outcomes.
As the Afghanistan response moves towards investments in building social protection systems, and in the context of funding constraints, the need for a system that brings identity data together for improved food security and nutrition outcomes is critical.
To address this gap, WFP is leading the development of a Unified Database – a multi-agency data repository that will:
• Consolidate identity and historical assistance data received from participating UN agencies
• Clean and deduplicate records using both biographical and biometric methods
• Generate unique identifiers for each cleaned identity
• Enable agencies to filter and extract records based on their own programmatic targeting criteria.
The Project Manager will lead the end-to-end development and operationalization of this system, manage a multidisciplinary project team, coordinate with internal WFP teams (Country Office and global HQ), and serve as the primary external liaison with UN agencies, NGOs, donors, and technical working groups.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES (not all-inclusive):
The Project Manager will, under the management of the Head of Human Capital Development, and in close coordination with relevant programme units, ensure the effective design, operationalization and management of the Unified Database.
1. Project leadership & delivery
• Lead engagement with clients and partners of the project, including all steps leading to the signature and implementation of legal agreements
• Lead the full lifecycle of the Unified Database project, from conceptualization and design through development, testing, deployment, and operational rollout
• Manage a dedicated project team including a Business Analyst, Solutions Architect, Data Analyst, and Identity Management Associates
• Ensure project milestones, deliverables, and timelines are met, using structured project management methodologies (e.g., Agile, PRINCE2, or hybrid approaches)
• Oversee development of system requirements, workflows, data flows, and technical documentation
2. Technical & development coordination
• Provide overall oversight of the design of data ingestion, cleaning, deduplication, and unique ID generation processes
• Ensure alignment with WFP’s data protection, privacy, and information security standards
• Oversee the coordination with TEC and Identity Management (IDM) teams on architecture, infrastructure, and integration requirements
• Support design and testing of biometric and biographical deduplication tools and ensure quality assurance of outputs
• Guide and monitor development of user interfaces and filtering tools for partner agencies
3. Internal coordination
• Establish an internal “Unified Database Steering Committee” (including representatives from the Programme, TEC, and Management teams), which will provide overall strategic oversight and guidance
• Work closely with WFP units, including Human Capital Development, Resilience, Emergencies, TEC, Cash-Based Transfers, and Identity Management, to ensure coherence across technical, operational, and policy domains
• Facilitate cross-functional working sessions to align business processes, data flows, and operational protocols
• Ensure the Unified Database supports broader WFP programme objectives, including targeting, registration, and accountability
• In coordination with Global HQ teams, ensure alignment with corporate on-demand services guidelines
4. External engagement & partnerships
• Serve as the primary focal point for engagement with UN agencies contributing data to the Unified Database
• Coordinate with NGOs, donors, and inter-agency technical working groups on system design, governance, and interoperability
• Support development of Data Sharing Agreements, MoUs, and governance frameworks
• Represent WFP in inter-agency forums and advocate for harmonized identity management practices
• Support the WFP Partnerships team in resource mobilization for a sustainable system
5. Documentation, reporting, and learning
• Lead development of project documentation, including concept notes, business requirements, SOPs, technical specifications, and governance frameworks
• Produce regular progress reports, analytical briefs, and presentations for internal and external stakeholders
• Capture lessons learned and contribute to WFP’s global knowledge base on identity management and social registry-like systems
• Support operational research on deduplication methods, data quality, and cross-agency interoperability
· Provide Global HQ with status updates and data when required for global On-Demand Services (ODS) corporate reporting
6. Resource management
· Manage project budgets, staffing plans, and procurement needs (including an RFP for software development)
· Ensure efficient use of financial and human resources
· Ensure full cost recovery of the services provided
· Support resource mobilization efforts by preparing technical inputs for donor proposals and briefings
7. Capacity strengthening
· Develop and deliver training for WFP staff and partner agencies on system use, data quality, and identity management concepts
Mentor junior staff and foster a collaborative, high-performance team culture
EDUCATION REQUIRED:
Advanced university degree in Information Systems, Computer Science, Data Science, Public Policy, International Affairs, or related field relevant to digital identity, data systems, or humanitarian operations. Bachelor deree plus 2 years of additional experience
EXPERIENCE & SKILLS DESIRED:
Experience:
• Has at least 7 years of progressively responsible experience in project management, software development oversight, or digital systems implementation
• Preferred to have demonstrated experience leading development of new software solutions or large-scale data systems
• Experience working with identity management systems, digital registries, biometric tools, or beneficiary information systems
• Prior experience working with the UN in complex or fragile settings
• Proven track record coordinating multi-stakeholder projects involving technical, operational, and policy teams
• Experience managing multidisciplinary teams and delivering results under tight timelines
Technical Skills and Knowledge:
• Strong understanding of:
o Identity management concepts (biographical/biometric deduplication, unique ID generation, data quality)
o Data governance, privacy, and protection frameworks
o Processes to prepare data sharing agreements
o Software development processes and system architecture fundamentals
• Ability to translate operational needs into technical requirements
• Strong analytical skills and comfort working with both qualitative and quantitative data
• Excellent written and oral communication skills, including ability to produce high-quality documentation and present to senior stakeholders
• Strong problem-solving skills and ability to operate in fast-moving, high-pressure environments
• Excellent organizational skills
• Ability to build and maintain relationships with diverse stakeholders
• Knowledge of humanitarian/social protection targeting, registration, and assistance delivery processes
