International Consultant to support ODIHR’s projects related to tolerance and non-discrimination (SSA)

Background:

This recruitment is to expand ODIHR's roster of experts to support ODIHR’s projects related to tolerance and non-discrimination.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

In line with the relevant OSCE commitments, ODIHR is working on improvement of hate crime reporting, recording, data collection, investigation and prosecution, law making, and victim support systems across the OSCE region by means of policy advice, guidance, and capacity building.

To this end, ODIHR is implementing projects related to hate crime, hate crime victim support, discrimination, dialogue, education, security of communities at risk of hate crime victimization, and others.

Objective of Assignment:

to assist ODIHR in project related tasks, including: relevant research; drafting reports, background notes, concept notes, event agendas; ensuring compliance of project activities; visibility with ODIHR internal procedures and donor requirements; and other relevant tasks.

Tasks and Responsibilities:

The successful candidate will provide following deliverables:

1. Conducting desk research relevant for project implementation, including research necessary for customization of ODIHR materials for specific contexts and audiences
2. Assisting in the preparation of ToRs for experts, trainers and facilitators
3. Assisting in planning activities, including drafting and updating project work plans, project reports and cost estimates for project activities
4. Drafting reports, background notes, concept notes, event agendas, and other documents relevant for project implementation
5. Helping to establish and update contact details with key stakeholders relevant for the implementation of project activities
6. Supporting project monitoring and evaluation
7. Ensuring compliance of project activities and visibility with ODIHR internal procedures and donor requirements
8. Analyzing hate crime incidents reported to the ODIHR Hate Crime Report to identify trends and relevant incident examples For more detailed information on the structure and work of the OSCE Office for Democratic Institutions and Human Rights, please see: https://www.osce.org/odihr.

Necessary Qualifications:

• First-level university degree in human rights law, international affairs, social or political sciences or other relevant field;
• A minimum of two years of relevant professional experience working on human rights, including internships, preferably in the OSCE region; or one year of relevant professional experience working on human rights, including internships, preferably in the OSCE region in case of second-level degree owners;
• Knowledge of human rights, tolerance and non-discrimination, hate crimes and/or hate crime victim support;
• Experience in working with government and/or civil society partners and international stakeholders in the area of human rights, tolerance and non-discrimination, hate crime, or hate crime victim support;
• Experience in project management, in particular donor-funded projects;
• Experience working with national and international human rights organizations and experts;
• Experience in the implementation of training or awareness-raising projects with criminal justice professionals and/or civil society organizations;
• Experience assisting in the organization of conferences and events, particularly of capacity-building nature and related to human rights;
• Professional fluency in English with excellent communication (both oral and written) skills;
• Excellent analytical and drafting skills;
• Ability to work under minimum supervision and experience of working as part of a team;
• Computer literacy with practical experience using Microsoft applications;
• Demonstrated gender awareness and sensitivity and an ability to integrate a gender and diversity perspective into tasks and activities.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
