Background:
In 2025, the OSCE Programme Office in Dushanbe (POiD) supported capacity-building activities focused on renewable energy sources (RES) and project proposal development. Building on these efforts and in response to Tajikistan’s strategic priority of increasing the share of renewable energy in the national electricity mix, the POiD, in co-operation with the Ministry of Energy and Water Resources of the Republic of Tajikistan (MEWR), will organize a three-day Training of Trainers (ToT) for energy specialists from the Sughd Region in Khujand.
The development and integration of renewable energy sources into existing electricity systems represent important elements of Tajikistan’s ongoing energy transition. In particular, pilot initiatives aimed at incorporating renewable energy technologies into central electricity grids in northern Tajikistan provide valuable opportunities to diversify energy sources and strengthen energy sustainability. However, the further expansion and effective operation of such systems require enhanced technical capacities among local professionals, particularly in the areas of installation, operation, maintenance and knowledge transfer.
In response to these needs, the ToT aims to strengthen the technical and practical skills of local energy specialists, enabling them to support current and future renewable energy initiatives and disseminate acquired knowledge within their institutions. By investing in the capacities of young and mid-level professionals, the initiative will contribute to developing a skilled workforce capable of supporting clean energy solutions and advancing Tajikistan’s long-term sustainable energy development goals.
To ensure high-quality delivery of the training, the POiD will engage an international consultant with expertise in energy systems and renewable energy technologies. The consultant will support the preparation and delivery of the training programme, including the development of training materials, facilitation of technical sessions and provision of practical guidance tailored to the needs of participating specialists.
Objective of Assignment:
To provide technical expertise and deliver a ToT program to strengthen the capacity of energy specialists in the Sughd Region on renewable energy technologies, including their integration, operation, and maintenance within existing electricity systems.
Duration of Assignment:
10 days between September and October

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
