Scope of work

Under the overall supervision of the UNICEF Representative, the consultant will:

1. Lead and provide technical support for the implementation of UNICEF Guinea's PSEA Action Plan.

2. Coordinate UNICEF's leadership role within the United Nations PSEA Network in Guinea, including preparation and follow-up of inter-agency meetings and workplans.

3. Support the implementation, dissemination and periodic review of inter-agency PSEA Standard Operating Procedures (SOPs), reporting mechanisms and referral pathways.

4. Coordinate with WFP on the CFM system

5. Strengthen safeguarding and PSEA risk mitigation measures across UNICEF programmes, operations and implementing partners.

6. Conduct or support SEA risk assessments, partner capacity assessments and the implementation of mitigation action plans.

7. Design, facilitate and evaluate PSEA training and awareness sessions for UNICEF personnel, implementing partners, government counterparts and community-based structures.

8. Support the establishment and strengthening of safe, confidential and survivor-centred reporting and complaint mechanisms.

9. Provide technical advice to ensure the integration of PSEA across UNICEF programme sectors and cross-cutting initiatives, including Child Protection, Gender-Based Violence (GBV) and Accountability to Affected Populations (AAP).

10. Monitor implementation of PSEA activities, document progress, identify implementation gaps and recommend corrective actions.

11. Prepare technical reports, briefing notes, presentations, donor inputs and other documentation required by UNICEF and inter-agency coordination mechanisms.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

Education:

• Masters: An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.

Work Experience:

• Minimum five (5) years of progressively responsible professional experience in Prevention of Sexual Exploitation and Abuse (PSEA), Child Protection, Gender-Based Violence (GBV), Safeguarding, Human Rights or related fields.
• Demonstrated experience supporting safeguarding and PSEA systems within humanitarian and/or development settings.
• Demonstrated ability to work in a multicultural environment and establish effective working relationships with a wide range of stakeholders.
• Experience coordinating with UN agencies, international organizations, NGOs and government counterparts.
• Experience conducting SEA risk assessments, partner assessments and capacity-building initiatives.
• Experience developing policies, SOPs, guidance documents and action plans related to PSEA and safeguarding

Language Requirements:

• Fluency in French and English required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Knowledge/Expertise/Skills:

• Excellent drafting, analytical and coordination skills.
• Demonstrated knowledge of PSEA, gender-based violence and child protection
• Proven knowledge and understanding of Guinea context
• Knowledge of UN systems programming is an advantage
• Excellent management, interpersonal, planning and coordination skills
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships
