The Individual International Consultant Policy / Regulations Economist will provide ad hoc international expert advice for the review/development of key policies, strategic documents, and legal instruments in Ministries, Departments and Agencies relevant to the implementation of Nationally Determined Contributions.
Under the supervision of the EZ-NDC Project Manager, the consultant will provide strategic expertise and technical leadership for the development, review and strengthening of climate-responsive policy, regulatory and legal frameworks that support implementation of Zambia's NDC and green growth agenda.
The consultant will bring international best practices, comparative global experience, innovative regulatory approaches and evidence-based policy methodologies to support the design and implementation of policies at national and subnational levels.
The consultant will work closely with government institutions, provincial administrations, local authorities, development partners, the EZ-NDC Project Team and the National Policy/Regulations Economist to ensure that international approaches are effectively adapted to Zambia's legal, institutional and development context.
The primary objective of the assignment is to provide technical expertise to strengthen the quality, effectiveness and implementation readiness of climate-responsive policies, laws, regulations and planning frameworks that contribute to achievement of Zambia's NDC and green growth objectives, under the technical supervision of the EZ-NDC Project Manager.
The consultant will be responsible for:
• Providing international best-practice guidance on policy and regulatory reform.
• Reviewing policy and legal instruments against international standards and emerging practices.
• Developing methodologies, analytical frameworks and quality assurance approaches.
• Supporting design of innovative policy and regulatory instruments.
• Strengthening integration of climate change and green growth considerations into policies and planning systems.
The consultant’s responsibilities include, but are not limited to:
A. International Policy and Regulatory Benchmarking
• Review global and regional best practices relevant to climate-responsive policy and regulatory reform.
• Benchmark existing policies and strategic documents against relevant national priorities, international commitments, regional frameworks and good practices to assess their adequacy, coherence and alignment, and identify gaps and opportunities for policy reform or strengthening.
• Identify successful policy models and implementation approaches that are relevant and adaptable to the Zambian context.
• Develop policy reform options informed by international evidence.
B. Technical Support for Policy and Legislative Development
• Provide strategic policy advice to GGGI and government stakeholders on the integration of green growth and climate change considerations into national, sectoral and subnational policies and planning frameworks.
• Provide technical leadership in drafting, reviewing and validating policies and regulatory instruments.
• Review draft legislation, regulations and policy frameworks.
• Develop implementation frameworks and institutional models.
• Provide quality assurance of technical outputs developed under the programme.
C. Strategic Economic and Regulatory Analysis
• Conduct economic and regulatory assessments of reform options.
• Assess implementation feasibility and institutional requirements.
• Develop policy scenarios and reform pathways.
• Analyze investment and financing implications of policy reforms.
D. Climate and Development Planning Integration
• Develop and apply a practical framework and methodology for mainstreaming climate change and green growth across national, sectoral and subnational policies, strategies and development plans.
• Provide technical guidance on integration of climate change and green growth into:
o National Development Plans.
o Provincial Development Plans. o District Integrated Development Plans.
o Industrial development frameworks.
o Regional and urban planning instruments.
o Sectoral policies, strategies and plans.
• Provide actionable recommendations to strengthen the climate responsiveness, coherence and implementation of policies, strategies and plans.
• Support the translation of climate and green growth priorities into policy objectives, strategies, programmes, investment priorities, implementation arrangements, budgets and monitoring and evaluation frameworks.
• Support the development of practical implementation and institutional arrangements to sustain climate and green growth mainstreaming beyond the project's technical assistance.
E. Capacity Building and Knowledge Transfer
• Mentor and guide national consultants and government counterparts.
• Lead technical workshops and policy clinics ensuring knowledge transfer.
• Develop practical tools, templates, checklists and guidance notes to institutionalise climate and green growth mainstreaming within government policy and planning processes.
• Facilitate peer learning from international experiences.
F. Coordination, Reporting and Advisory Services
• Facilitate and provide technical inputs to high-level policy consultations, stakeholder engagements and technical working groups to support evidence-based policy development and implementation.
• Analyse policy and institutional issues, identify gaps and opportunities, and develop practical recommendations to strengthen policy coherence, coordination and implementation.
• Lead or contribute to the preparation of policy briefs, technical notes, knowledge products and other evidence-based materials to inform policy dialogue and decision-making.
• Present key findings, policy options and recommendations to senior government officials, development partners and other stakeholders, and support consensus-building around priority policy actions.

• Ninth National Development Plan (9NDP).
• National Industrial Policy.
• Urban and Regional Planning Act.
• National Climate Change Policy.
• National Green Growth Strategy.
• Nationally Determined Contribution (NDC).
• National Adaptation Plan.
• Environmental Management Act.
• Provincial Development Plans.
• District Integrated Development Plans.
• Other relevant policies identified as requiring mainstreaming of green growth and climate change considerations.
• Relevant international climate and sustainable development frameworks.

I. Reporting Arrangements
Serves as technical liaison between GGGI and line ministries involved.
• Leads coordination of all outputs.
• Works closely with and supervises the National Consultant.
• Prepare and deliver technical presentations to the Project Steering Committee and Technical Working Group, interministerial committees, and other stakeholders as required.
• Advanced university degree (Master's or PhD) in Economics, Public Policy, Law, Regulatory Economics, Environmental Economics, Climate Policy, Development Planning or related field.
• Minimum 8-15 years of professional experience in policy, economic and regulatory reform advisory services.
• Demonstrated international experience developing, reviewing or implementing legislation, regulations, public policies and strategic planning frameworks.
• Proven experience supporting governments on climate change, green growth, sustainable development or economic reform programmes.
• Extensive experience conducting policy, economic and regulatory analyses.
• Demonstrated knowledge of international good practices and regulatory reform methodologies.
• Experience supporting national development planning and public policy reform.
• Strong experience working with governments and international development organizations.
• Strong analytical, drafting and advisory skills.
• Excellent written and spoken English.
Desirable Qualifications
• Experience supporting climate policy and NDC implementation.
• Experience in Sub-Saharan Africa.
• Experience supporting policy and legal reforms related to environmental governance.
• Familiarity with regulatory impact assessments and cost-benefit analysis.
• Previous work experience in Zambia or Southern Africa.
• Experience supporting policy mainstreaming at subnational level.
