Background:

Kosovo’s security and justice institutions have made notable progress over the past decade in strengthening professionalism, operational effectiveness, and compliance with international human-rights standards. With sustained support from the OSCE Mission in Kosovo (the Mission), key institutions such as the Kosovo Police (KP), the Kosovo Agency on Forensic (KAF), the Kosovo Correctional Service (KCS), and the Kosovo Probation Service (KPS) have improved their operational frameworks, adopted international- and OSCE-aligned standards, and enhanced accountability and oversight mechanisms. Nevertheless, evolving security challenges, persistent risks affecting non-majority and vulnerable communities, and the need to consolidate institutional ownership require continued, targeted engagement focused on sustainability, integrity, and rights-based approaches.

The overall objective of the project is to advance strategic and operational capacities and human rights compliance within security sector institutions. This will be covered through three specific objectives:

1. Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, reintegration and rehabilitation;
2. Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
3. Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address violent extremism and radicalisation that lead to terrorism (VERLT).

The OSCE Mission in Kosovo will deliver a five-day Training of Trainers course designed to strengthen accountability and integrity within the police force. This program aims to prepare selected investigators to serve as trainers by enhancing their advanced investigative competencies, instructional skills, and practical knowledge required to train others in conducting thorough, impartial, and effective internal investigations. The course will enable participants to confidently transfer expertise on internal disciplinary investigations, covering the full investigative cycle from initial assessment to final reporting, in line with professional standards and best practices.

Objective of Assignment:

The goal of this Training of Trainers program is to equip selected investigators with advanced investigative techniques, adult-learning methodologies, and facilitation skills needed to effectively train others in conducting thorough, impartial and professional internal investigations. Participants will strengthen their capacity to deliver high-quality training on internal disciplinary investigations, covering the full investigative process from initial assessment through final reporting, while promoting the highest standards of accountability, integrity, and professionalism within the police force.

Duration of Assignment:

The Consultant will be hired for 8 working days.

Tasks and Responsibilities:

• Develop the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager and deliver the agenda.
• Prepare presentation slides and case studies in consultation with the OSCE activity manager.
• Deliver a five-day Training of Trainers program on internal investigation for Kosovo Police.
• Produce post-training evaluation report with recommendations for further action by the OSCE Mission in Kosovo.

Deliverables:

• By 26 October 2026, submit the presentation, agenda and corresponding materials to the OSCE activity manager for review and comments.
• By 2 November 2026, incorporate PDMS comments in training agenda and material and submit the final version to OSCE activity manager for approval.
• From 16 November to 20 November 2026, conduct a five-day training for 15 participants following the pre-evaluation on the first day of training
• By 30 November 2026, deliver a post-training evaluation report to the OSCE Project Manager summarizing the observations during the training.

Necessary Qualifications:

• A bachelor degree from a university of law, social sciences or police academy;
• Minimum ten (10) years of relevant professional experience in the area of investigation with the focus on police investigation;
• Minimum five (5) years of training experience in the area related to police investigation;
• Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
• Previous professional experience in work with international organizations;
• Knowledge of the Kosovo context is an advantage;
• Cultural sensitivity and sound professional judgment;
• Previous experience of working in a capacity building role is an asset;
• Excellent spoken and written English language is essential;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
