Duties and Responsibilities
The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 is the primary strategic instrument guiding the collective contribution of the United Nations system in Libya to national development priorities and the Sustainable Development Goals (SDGs). It also serves as the integrated strategic framework between the United Nations Country Team (UNCT) and the United Nations Support Mission in Libya (UNSMIL), supporting coherence across development, humanitarian, and peacebuilding efforts. Originally designed for 2023-2025, the Cooperation Framework was extended to 2027 in response to contextual developments, including humanitarian shocks and evolving national priorities. In line with United Nations Development Coordination Office (DCO) guidance and United Nations Evaluation Group (UNEG) norms and standards, the United Nations in Libya is commissioning an independent final evaluation of the UNSDCF to assess the collective contribution of the UN system to national development priorities, identify lessons learned, and generate actionable recommendations to inform the next Cooperation Framework cycle. The independent evaluation team will work under the overall supervision Evaluation Manager and in close coordination with the Evaluation Technical Management Team Under the technical leadership of the Evaluation Manager (EM), and in close coordination with the Evaluation Technical Management Team, the International Evaluation Consultant/team leader will conduct an independent evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 in Libya. The consultant will be responsible for the following duties and responsibilities: • Design and implement the evaluation in accordance with the United Nations Evaluation Group (UNEG) Norms and Standards, UNEG Ethical Guidelines, and the Guidelines for the Evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), ensuring independence, methodological rigor, credibility, and ethical compliance throughout the evaluation process. • Conduct a comprehensive desk review of relevant documentation, including but not limited to the UNSDCF, Common Country Analyses (CCAs), annual UN Country Results Reports, joint work plans, agency programme documents, prior evaluations, national strategies, relevant government documentation, statistical data, and partner reports. • Develop and submit an Inception Report outlining the refined evaluation design, evaluation matrix, methodology, sampling strategy, stakeholder mapping, data collection tools, analytical framework, and detailed workplan. • Review and assess the Cooperation Framework’s theory of change and, where necessary, reconstruct or refine the intervention logic to support the evaluation design and analytical framework. • Collect and analyse qualitative and quantitative data through document review, key informant interviews, focus group discussions, secondary data analysis, and where relevant and feasible, field visits, ensuring meaningful and inclusive engagement with government counterparts, UN entities, development partners, civil society organizations, private sector actors, and rights holders. • Assess the Cooperation Framework against the agreed evaluation criteria, including relevance, adaptability, coherence, effectiveness, efficiency, coordination, sustainability, orientation toward impact, and where relevant, coverage and connectedness, with systematic integration of gender equality, human rights, disability inclusion, youth engagement, environmental sustainability, and Leave No One Behind principles. • Analyse the UN system’s collective contribution to nationally identified priorities, institutional strengthening, policy influence, systems change, resilience, and broader development outcomes, with attention to the humanitarian-development-peace nexus where applicable. • Identify key enabling and constraining contextual, institutional, operational, and partnership factors that have influenced the implementation and results of the Cooperation Framework. • Prepare and present preliminary findings, emerging conclusions, and analytical insights to the UNCT, Evaluation Management structures, and key national and internation partners, and incorporate validated feedback as appropriate. • Ensure validation of findings through stakeholder consultation and dissemination workshops • Draft a comprehensive high-quality evaluation report (both first and final drafts), presenting the evaluation purpose, scope, methodology, findings, conclusions, lessons learned, and actionable recommendations to inform future UN strategic programming in Libya, ensuring full compliance with UNDCO evaluation guidelines, quality standards, and reporting requirements. • Ensure the timely finalization of all evaluation deliverables in compliance with agreed quality assurance standards, corporate guidance, tools and templates, established review and validation processes, and approved timelines. • Coordinate the work of evaluation team members to ensure quality and coherence of all deliverables.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in evaluation, development studies, economics, international relations, public policy, political science, social sciences, or a related field is required. A PhD in the same areas is considered an asset. A bachelor’s degree in combination with two additional years of relevant experience may be accepted in lieu of the master’s degree.” A minimum 10 years of experience of progressively responsible professional experience in conducting evaluations of complex development, humanitarian, peacebuilding, governance, or nexus programmes, including demonstrated experience leading strategic, system-wide, or multi-stakeholder evaluations and/or reviews at programme and outcome level is required. •Prior experience conducting evaluations of United Nations Sustainable Development Cooperation Frameworks (UNSDCF), UNDAFs, Strategic Frameworks, Country Programme evaluations, or comparable UN system evaluations is highly desirable. •Prior experience conducting evaluations of United Nations Sustainable Development Cooperation Frameworks (UNSDCF), UNDAFs, Strategic Frameworks, Country Programme evaluations, or comparable UN system evaluations is highly desirable. Within the required 10 years of experience, at least 5 years should demonstrate substantial professional application of results-based management (RBM) principles, including logical framework analysis/logical modelling, quantitative and qualitative data collection and analysis, participatory and stakeholder-inclusive evaluation methodologies, sampling strategies, and triangulation in evidence synthesis. •Demonstrated expertise in integrating human rights-based approaches, gender equality, youth inclusion, environmental sustainability, and Leave No One Behind principles into evaluation design, implementation, analysis, and reporting. Proven ability to engage senior government officials, development and humanitarian partners, and UN leadership, and to facilitate high-level stakeholder consultations. is required. •Excellent analytical, communication, and report-writing skills, with demonstrated ability to produce high-quality strategic analytical outputs and actionable recommendations is required. •Familiarity with the Libya context and/or the broader MENA region is an asset.desirable
