Background
The OSCE Support Programme for Ukraine (SPU) is currently implementing a project “Enhancing Ukraine’s Capacity to Respond to Chemical Hazards” aimed at strengthening the capabilities of the State Emergency Service of Ukraine (SESU) and the State Border Guard Service of Ukraine (SBGSU) to respond to chemical emergencies of different scale and to co-ordinate inter-agency chemical emergency response.
The Project foresees providing expert support to national partners in various areas of chemical safety and civil protection, as well as equipping SESU and SBGSU with modern chemical protection equipment and equipment for conducting Chemical, Biological, Radiological (CBR) training exercises.
Moreover, the project envisages the delivery of training sessions on identification of and response to chemical threats and civil protection for SESU and SBGSU CBR professionals; conducting command-staff exercise on inter-agency chemical emergency response; developing hand-books and methodological recommendations; reviewing and updating training programs on chemical safety and civil protection; participating in the development of Standard Operating Procedures (SOPs) in the field of civil protection, chemical safety and response to chemical emergencies, as well as activities related to pre-medical aid and first response during chemical and other CBR-related incidents, including development of training materials and delivery of training activities.
Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term consultancy assignments throughout the Project implementation. The detailed information regarding the dates and the duration of the contracts will be provided at a later stage. The consultants will be required to work from home with the ability to travel to perform tasks, if necessary.

Remuneration Package
The suitability of candidates shall be determined taking into account their qualifications, expertise, experience, and the value for money of their services. Therefore, applicants are requested to indicate their proposed daily rate for the foreseen services, in the pre-screening section at the end of the application phase.
OSCE reserves the right for final remuneration decision. The remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables and the degree of technical expertise required.
