In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

The consultancy's objective is to do scoping, and market & investment analysis, to strengthen food systems for children.

Purpose of the consultancy:

Under this consultancy assignment, the consultant will have to:

1. Analyze the existing food systems to assess their effectiveness and sensitiveness to young Children’s diets in Yemen.
2. Undertake a mapping of: Existing and promising initiatives to increase production of nutrient dense foods, especially by medium and larger local enterprises.
3. Review the existing and potential opportunities to produce innovations through safe processing of nutrient dense foods
4. Assess opportunities to produce safe, quality specialized supplements and fortified complementary foods for children
5. Explore opportunities for collaboration with other UN agencies, partners and private sector stakeholders
6. Define the role of private sector companies (SMEs, farmer cooperatives, and larger food processors) in the markets of the different countries
7. Develop investment cases and support fundraising to further develop the above opportunities

The specific tasks and deliverables of this consultancy include:

Task:

Inception Report.

Deliverable:

Submission of a Comprehensive Inception Report (10-page minimum): This deliverable shall detail the proposed technical methodology, a robust quality assurance framework, and a granular work plan with associated timelines. Furthermore, the consultant will lead the strategic design and end-to-end preparation of the inaugural High-Level Consultative Workshop, ensuring alignment with key ministerial stakeholders.

Timeline:

On the 4th week of the consultancy.

Task:

Food Systems Analysis – Assess sensitivity of existing food systems to diets of children aged 6–23 months; conduct stakeholder consultations; recommend actions; identify new collaborators

Deliverable:

Comprehensive report on Yemen’s food systems sensitivity and opportunities for local production of food for children under two and for treatment.

Timelines:

On the 6th week of the consultancy

Task:

Complementary Food Value Chain & Market Analysis – Map value chain from production to consumption; assess domestic production capacity; evaluate importation channels, distribution networks, pricing structures, marketing practices, and consumption patterns; map existing initiatives; identify incubation and scale-up opportunities; recommend strategies for local production and reduced import dependence.

Deliverable:

Value chain and market assessment report with strategic recommendations.

Timelines:

To qualify as an advocate for every child you will have…

Education:

• Master’s degree or higher in Nutrition, Public Health, Food Systems, Agriculture, Economics, Development Studies, or a related field.

Experience & Knowledge:

• At least 10 years of relevant professional experience in food systems analysis, nutrition-sensitive programming, public health nutrition, agriculture, or related fields.

• Active experience in providing the consultancy services on food system analysis, nutrition and food system investment/ financial analysis for at least 7 years.
• Demonstrated experience conducting comprehensive food systems analysis, particularly with an emphasis on nutrition outcomes for young children.
• Proven track record in financial analysis of nutrition-sensitive food system investments, with experience analyzing donor financing and investment landscapes.
• Extensive experience developing operational frameworks, theories of change, and monitoring and evaluation systems in the context of nutrition and food systems programming.
• Demonstrated experience facilitating and leading high-level consultative stakeholder workshops, engaging with diverse actors including government, UN agencies, civil society, and private sector partners.

Language:

Fluency in English is required. Knowledge of Arabic will be an added advantage.
