Information Management Associate
Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Operational Context:
India currently hosts more than 261,000 refugees and asylum seekers. These include some 91,000 Sri Lankan refugees and 73,400 Tibetans directly assisted by the Government of India. There are also around 48,000 individuals registered under UNHCR’s mandate primarily from Afghanistan, Myanmar, and other countries. In addition, around 50,000 Myanmar nationals have sought refuge in the Northeast of India and live in a refugee-like situation. UNHCR works with the Government of India on protection and solutions for refugees and asylum seekers in India.
In 2025, severe funding cuts have resulted in the scaling back of critical services for refugees in India. UNHCR’s priorities currently include:
- strengthening registration, documentation, and legal aid to prevent or respond to arrest, detention, and risk of forced return—prioritizing high-risk cases for refugee status determination, with positive decisions opening pathways to resettlement and other solutions.
- addressing the urgent needs of the most vulnerable individuals including with emergency, life-saving assistance.
- deepening collaboration with local actors and investing in refugee- and community-led initiatives and livelihood programs that foster resilience, inclusion, and self-reliance.
- advancing durable solutions by expanding complementary pathways—such as labor mobility and education opportunities to third countries— advocating for increased resettlement, and facilitating safe, voluntary repatriation
UNHCR works through local partners in areas with the largest refugee populations and the highest operational needs providing essential protection services across India. The Office undertakes advocacy on the development of a national policy framework to respond to refugees including through the inclusion of refugees and asylum seekers in public services and programs in line with the commitment of “leaving no one behind” under the UN- Government of India Sustainable Development Cooperation Framework. UNHCR’s office is in New Delhi and has a field presence in Chennai, Tamil Nadu State.
Desired Candidate Profile
The Information Management Associate (G6) will work under the supervision of the Deputy Chief of Mission and in close coordination with the Protection, Registration, Programme, ICT and other functional units. As a member of the operation, s/he is expected to work closely with colleagues, partners, regional technical teams and external service providers to support effective information management, digital transformation and evidence-based operational planning.
S/he should have demonstrated experience in information management, data systems and digital solutions, with practical ability to translate operational requirements into functional tools, workflows and information products. The candidate should have experience in developing and maintaining databases, dashboards, data collection tools, structured datasets and other information management systems that support operational analysis, reporting and decision-making.
The candidate should have strong analytical and technical skills, including experience in data mapping, data cleaning, data quality assurance, taxonomy development, workflow mapping and documentation. S/he should be able to support the design, development, testing and operationalization of digital tools and prototypes, including systems that support classification, routing, anonymization, referral, tracking and analysis of operational information.
The candidate should demonstrate an understanding of the practical application of artificial intelligence, machine learning and digital automation in operational workflows. Experience in supporting or developing AI-enabled solutions, including prototype development, user acceptance testing, model validation, performance monitoring, workflow automation and responsible human oversight, will be considered an advantage.
S/he should have the ability to act as an operational interface between programme, protection, registration, ICT and technical teams by translating operational workflows and user requirements into functional and technical specifications. Experience working with developers, vendors, regional bureaux or headquarters technical teams on digital transformation, system integration, enterprise platforms, APIs or automation initiatives will be considered an asset.
The candidate should have sound understanding of responsible data management, data protection, information security and ethical use of digital technologies. S/he should be able to support the development of SOPs, data governance arrangements, access controls, documentation, training materials and other safeguards required for the responsible use of information management and AI-enabled systems.
The candidate should have proven drafting, analytical and communication skills, including the ability to explain technical concepts to non-technical colleagues and support user adoption of new systems. S/he should be able to work collaboratively in multidisciplinary teams, manage competing priorities and contribute to innovation in a dynamic operational context.
Previous experience with UNHCR, humanitarian or development organizations, refugee operations, protection data, digital transformation or AI-enabled information management systems will be considered an advantage. S/he should be willing to travel within the country, as required. The position requires strong written and verbal communication skills in English, as well as professionalism, integrity, discretion and the ability to handle sensitive and confidential information.
The candidate should have a minimum 3–5 years of relevant experience in information management, data management, digital solutions, artificial intelligence, workflow automation, data analytics, or the design, development and implementation of technology-enabled operational tools.
This position is a temporary appointment for 04 months and is open only to Indian nationals. Only short-listed candidates will be contacted, and they may be required to undergo a written test and an interview. The selected candidate will work either from the UNHCR Office or other UNHCR partner locations in New Delhi, India.
