Result of Service
The Individual Contractor will contribute to the effective implementation of the UNSDCF, the operationalization of the Emai Fund, the closure of the Ezingo and other funds, and the advancement of joint programming across the UNCT. Key deliverables include: • Effective operational and coordination support provided to the Emai Fund, including governance meetings, reporting processes and stakeholder engagement activities; • Progress achieved on the closure of the Ezingo Fund, including follow-up on outstanding reporting requirements and closure actions with participating organizations; • Coordination and implementation support provided to UNSDCF joint programmes and joint initiatives, including preparation of relevant programme and reporting documents; • Effective secretariat support provided to assigned UNCT coordination mechanisms, including agendas, meeting reports, action trackers and follow-up on agreed actions; • Briefing packages, presentations, talking points, background notes and information products prepared for the Resident Coordinator’s Office; • Documentation of lessons learned, good practices and results related to joint programming, pooled fund management and UNCT coordination; • Final consultancy report submitted, summarizing activities undertaken, results achieved, lessons learned and recommendations for future action.

Duties and Responsibilities
The United Nations Country Team (UNCT) in the Central African Republic (CAR) is implementing the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2029 in support of the CAR National Development Plan (PND) 2024–2028 and the achievement of the Sustainable Development Goals (SDGs). In a context characterized by evolving development priorities, increasing demands for integrated solutions, and growing constraints on financing, effective coordination and partnerships are essential to maximize the collective impact of the United Nations system. In Partnership with the Government, the UNCT launched the CAR Sustainable Development Fund (Emai Fund), a country-level pooled fund, to support the implementation of the PND through the UNSDCF. Building on the achievements of the previous CAR Multi-partner Trust Fund - Ezingo Fund, the Emai Fund serves as a flexible financing mechanism to support high-impact joint programmes and strengthen coordination across development, humanitarian and peacebuilding efforts. The Resident Coordinator’s Office (RCO) plays a central role in supporting UNCT coordination, fostering partnerships with government institutions, development partners, international financial institutions (IFIs), civil society and the private sector, and advancing joint initiatives aligned with national priorities. It seeks an Individual Contractor to support the implementation of UNSDCF and provide dedicated support to the management of the country-level pooled funds. The Individual Contractor will support coordination and governance processes, facilitate collaboration among UN entities and external stakeholders, contribute to donor engagement and resource mobilization efforts, support monitoring and reporting requirements, and strengthen knowledge management, documentation and visibility of collective UN results in support of the UNSDCF and PND. Under the supervision of the Head of the Resident Coordinator's Office (RCO), the Individual Contractor will: I. Country-level Pooled Fund Support • Support the day-to-day management and coordination of the Emai Fund, including governance, reporting, monitoring and knowledge management requirements; • Support the organization and follow-up of Emai Fund governance meetings, including preparation of agendas, background documents, meeting reports and action trackers; • Liaise with participating UN organizations, the Multi-Partner Trust Fund Office (MPTFO), Government counterparts, donors and other stakeholders on matters related to the Fund; • Assist in identifying and tracking funding opportunities for the Emai Fund, and contribute to the preparation of concept notes, donor briefs/missions, funding proposals and resource mobilization materials; • Support the preparation of donor updates, presentations, visibility materials, briefing notes and reporting products related to the Emai Fund; • Support the implementation of actions required for the closure of the Ezingo Fund, including follow-up with participating organizations and consolidation of outstanding programmatic and financial reporting requirements. II. Joint Programmes and Inter-Agency Collaboration • Support the development, implementation and follow-up of joint programmes and joint initiatives under the UNSDCF; • Facilitate coordination among participating UN organizations involved in joint programmes and pooled fund-supported initiatives; • Contribute to the preparation of concept notes, programme documents, briefing materials and progress updates related to joint programming initiatives. III. UNCT Coordination Support • Support the planning, organization and follow-up of UNCT coordination mechanisms (PMT, Results Groups, etc.), as requested by the supervisor; • Provide secretariat support to the Partnership and Resource Mobilization Working Group (GTPMR) and other assigned coordination mechanisms, including preparation of agendas, minutes and action trackers; • Support the preparation of briefing packages, talking points, presentations and background notes for the Resident Coordinator’s meetings and engagements with partners. • Support visibility and communication efforts, including by contributing to the UNCT Annual Results Report. • Undertake other relevant tasks as assigned by the supervisor.
Qualifications/special skills
• Advanced university degree (master's degree) in International Relations, Development Studies, Economics, Public Administration, Political Science, Social Sciences or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. • Minimum five (5) years of progressively responsible experience in programme coordination, partnerships, development cooperation, project management, resource mobilization or related fields; • Experience in organizing and supporting high-level partnership and resource mobilization events engaging government authorities, donors, international financial institutions and other key stakeholders, preferably in the context of donor roundtables and financing initiatives; • Experience providing coordination support to multi-stakeholder platforms and governance mechanisms, particularly in the context of the UNSDCF/UNCT; • Experience working with the United Nations, international organizations, government institutions or development partners in fragile contexts, particularly in Africa; • Experience in drafting reports, concept notes, talking points, and briefing materials.
