A major challenge affecting scale-up of clean cooking fuel solutions in Uganda remains limited technical, operational, and market information on priority biomass fuel value chains, particularly in relation to feedstock availability, production systems, supply chains, market demand, operational models, and implementation considerations necessary to support future sector development initiatives.
Pellet and briquette value chains continue to present significant opportunities for supporting cleaner biomass fuel transitions, reducing reliance on unsustainably produced charcoal and firewood, and strengthening local enterprise participation within Uganda’s clean cooking sector. However, there remains limited consolidated information on the technical, operational, financial, and market conditions necessary to guide future investments and programme interventions within these value chains.
The programme therefore seeks to undertake preliminary pre-feasibility assessments for pellet and briquette value chains to generate indicative technical, operational, market, and financial information that can support future programme development, sector planning, and investment discussions.
The assignment will also support development of concise profile documents for pellet and briquette value chains, summarizing key opportunities, constraints, implementation considerations, and indicative intervention areas relevant to future sector development.
The overall objective of this assignment is to conduct preliminary technical, operational, market, and financial pre-feasibility assessments for pellet and briquette value chains in Uganda and develop profile documents to support future programme development, detailed feasibility studies, and sector planning initiatives.
To achieve this overall objective, the assignment will assess feedstock availability, production systems, market demand, supply chains, operational considerations, indicative investment requirements, and enabling conditions relevant to pellet and briquette value chains in Uganda. The consultancy will further identify key barriers, opportunities, sustainability considerations, and practical intervention areas that may support future scale-up of cleaner biomass fuel solutions.
The assignment is expected to generate practical and evidence-based recommendations that will support future programme development, investment discussions, and strategic planning processes for pellet and briquette value chains under Uganda’s clean cooking sector.
The Government of Uganda, through the Ministry of Energy and Mineral Development (MEMD), is implementing the second phase of the Uganda e-Cooking Scale-Up and Support Programme in partnership with the Modern Energy Cooking Services (MECS) programme, the Global Green Growth Institute (GGGI), and International Council for Local Environmental Initiatives ICLEI Africa. The programme is supported by the Foreign, Commonwealth and Development Office (FCDO) through the MECS programme managed by Loughborough University and aims to accelerate the transition to clean cooking solutions in Uganda through institutional strengthening, market development, policy support, standards and certification systems, investment mobilisation, and evidence-based sector coordination.
Under the programme, GGGI is supporting the operationalisation and strengthening of the Clean Cooking Unit (CCU) within MEMD to coordinate implementation of Uganda’s National Integrated Clean Cooking Strategy (NICCS) and related clean cooking interventions. The programme contributes to Uganda’s commitments under Vision 2040, the National Development Plan IV (NDP IV), the Energy Transition Plan (ETP), and the country’s Nationally Determined Contributions (NDCs).

Final Pre-Feasibility Study Reports and Value Chain Profile Documents
This shall include: 4.1 Presentation of preliminary findings and draft profile documents to GGGI, MEMD, CCU, and relevant stakeholders; 4.2 Consolidation of stakeholder comments and validation feedback; 4.3 Submission of final pre-feasibility study reports and value chain profile documents in editable format, including supporting annexes and presentation materials.

1. Cost for workshops
Costs related to workshops, excluding the consultant’s time, will be covered by GGGI on an actual basis following GGGI’s cost norms for the relevant year. Workshops must be pre-approved by GGGI based on a concept note, suggested participant list, and accompanying budget. The consultant will be required to support workshop preparation, facilitation, and documentation.
2. Cost of travel
Costs related to travel, with the exception of costs for commuting within Kampala, will be borne by GGGI. If the consultant engages any third-party colleagues for this assignment, the consultant shall be liable for their travel and accommodation arrangements.
3. Reporting arrangements
Education:
Advanced university degree (Masters) in energy, engineering, economics, environmental sciences, business administration, development studies, or a related field.
Experience:
Child protection – GGGI is committed to child protection, irrespective of whether any specific area of work involves direct contact with children. GGGI’s Child Protection Policy is written in accordance with the Convention on the Rights of the Child.
