1. Organizational Context
a. Organizational Setting
This post is located in the Business and Quality Management (BQM) Unit, Information and Communication Technology Department, Administration, Finance and Management Sector.
The Business and Quality Management Unit delivers comprehensive administrative and transformation services to ensure optimal departmental operations. Working in coordination with central teams, the Unit provides strategic execution and performance monitoring, resource management, contract and vendor oversight, learning and development coordination, audit response management, and integrated change, risk, communication, change, quality, and sustainable IT management services.
b. Purpose Statement
The main role of the incumbent is to be responsible for leading change management, stakeholder communication and training management activities for IT transformation initiatives, and to provide guidance on change management as a discipline.
In collaboration with project and product stakeholders, the incumbent will be tasked with defining change approaches and roadmaps, engaging stakeholders, developing communications and training plans, and monitoring changes implementation in order to minimize disruptions and risks, and to ensure a full adoption, successful outcomes, and benefit realization.
c. Reporting Lines
The incumbent is expected to work independently for the accomplishments of functional goals, under the supervision of the Head of the Business and Quality Management Unit who provides overall guidance on direction, resolution of methodological problems, and management approaches.
d. Work Relations
The incumbent works regularly with Information and Communication Technology Department (ICTD) teams, project managers, product owners, stakeholders, other change managers, and external companies.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Support IT projects and product teams by developing and executing a comprehensive change management framework and plans for assigned change initiatives. This includes conducting impact and risk assessments, stakeholder analyses, user readiness evaluations, and defining mitigation strategies, communication plans, and training programs, including using AI-enabled e-learning tools, and adoption roadmaps, ensuring alignment with overall project objectives.
b. Drive stakeholder engagement by working closely with WIPO executive sponsors, change champions, and key business partners to facilitate the adoption of IT changes. Provide strategic guidance to other change managers and project teams within the organization on best practices in communication, training, and adoption strategies.
c. Monitor and evaluate the adoption and effectiveness of transformational initiatives by defining key performance indicators (KPIs) and other relevant success metrics. Use data-driven insights to assess adoption levels and identify areas requiring additional support or intervention.
d. Under the supervision of the Head of Unit, and in close coordination with Human Resources Management Department, WIPO Academy, and other key stakeholders, develop and implement IT learning and development strategies and roadmaps to upskill and reskill technical staff. Conduct skill gap analyses and collaborate to deliver tailored learning programs, including by identifying the most relevant training courses, methodologies, and suppliers that align with the organization's technological landscape and future workforce needs.
e. Act as a subject matter expert (SME), ensuring the promotion and adoption of the tailored change management methodology across the Organization, advocate for best practices in change, take a leadership role in the Community of Practice in Change Management.
f. Perform such other related duties as required.
3. Requirements
Education (Essential)
First-level university degree in information technology, information systems management, human resources management, finance, procurement management, public or business administration, international relations or related field.
Education (Desirable)
Certification in project and/or program management, e.g. PRINCE2, PMP, Managing Successful Programs or Agile.
Certification in change management such as Association of Change Management Professionals (ACMP) or Prosci or equivalent.
Experience (Essential)
At least six years of relevant professional experience as a Change Manager including using industry standard methodologies.
Hands-on experience in project management, including budget, planning and stakeholder management.
Proven track record of leading impactful change management initiatives and working effectively in multicultural and international environments.
Experience (Desirable)
Experience in managing organizational workplace transformational projects in an international environment.
Experience with a proven track record in process improvement, business analysis, and change management for IT related projects.
Language (Essential)
Excellent knowledge of written and spoken English.
Language (Desirable)
Knowledge of other UN languages, in particular French.

Annual salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2026 rate of 84.7%
