In Bangladesh, NRC responds to the needs of Rohingya refugees residing in camps in Cox's Bazar, as well as vulnerable host communities affected by the protracted humanitarian situation. The response operates in a complex environment characterised by high population density, limited access to basic services, legal and administrative barriers, and ongoing protection risks for displaced populations.
The Information, Counselling and Legal Assistance (ICLA) programme is a core competency within NRC Bangladesh, focusing on supporting refugees and host communities to access their rights through legal information, counselling, legal assistance, collaborative dispute resolution, and support related to housing, land and property (HLP) rights, civil documentation, and access to essential services. The ICLA programme in Cox's Bazar is an established component of NRC's response, implemented through static and mobile service delivery modalities, including helpdesks, hubs and legal clinics, with a strong emphasis on case management, community engagement, and safe and inclusive programming.
The ICLA Technical Assistant will support effective ICLA service delivery in line with ICLA SOPs, with a focus on case management support, field implementation, community engagement, documentation and reporting. Legal information, counselling, legal assistance, referrals, including HLP-related services and CDR will be supported as part of the overall case management and service delivery process, under the guidance of the Team Leader, Coordinator and Project Manager, while ensuring confidentiality, informed consent, data protection and do-no-harm principles.
