The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Information, Counselling and Legal Assistance (ICLA) Programme Development Manager for Haiti. The purpose of the role is to be responsible for the design, development, and implementation including programme quality assurance, technical supervision, strategic positioning, evidence generation, donor engagement and representation of the Information, Counselling and Legal Assistance (ICLA) programme. The NRC's ICLA programme will focus on representing the interests of individuals affected by displacement, enabling them to claim and enjoy their rights to legal identity, legal stay, housing, land and property and other legal rights, thereby reducing the protection risks to which they are exposed both within and outside Haiti.

The expansion of organised criminal groups and their clashes with the police, self-defence groups, and multinational forces have worsened insecurity, causing massive and repeated displacement. In January 2026, IOM estimated the number of internally displaced persons at 1.45 million.
NRC is committed to expanding its presence in Haiti, particularly in hard-to-reach areas, while exploring opportunities to further strengthen its interventions. To support this ambition, NRC is seeking a Head of Programme to lead on strategic development, ensure program quality, and oversee technical compliance across its operations in Haiti.
