Background

The Norwegian Refugee Council (NRC) has been a leading humanitarian actor in the response to the Syria crisis, in Syria and across the region, since 2012. Against a backdrop of conflict, socioeconomic and environmental deterioration, climate change and natural disasters, we provide emergency, transitional, early recovery and resilience programmes to people in need. We lead advocacy to promote unimpeded and sustained access to assistance for people across Syria and we call for increased humanitarian funding, resilience and early recovery support to alleviate the hardships of the Syrian people.

What we are looking for

We are seeking for a highly qualified, resilient and dynamic Access Analyst Humanitarian Access Working Group (HAWG) Co-Chair who will contribute to the INGO Forum and its members ability to maintain and gain principled and meaningful access for sustainable programmes across the country.

What you will do

The role will have some of the following responsibilities:

• Support harmonisation of access tools and practices across NGOs, such as access incident reporting, actor mapping, and negotiation tracking, in coordination with HAWG members.
• Coordinate with NRC’s Health, Safety, Security and Access (HSSA) department, ensuring that access analysis informs programme risk management and strategic planning.
• Promote inclusion and accountability within the HAWG by facilitating regular consultation with national NGOs, ensuring diverse representation and the reflection of field-level realities.
• Support the preparation and facilitation of HAWG meetings, including preparation of the agenda, chairing, and follow-up.
• Support the establishment of temporary sub-working groups/task forces to work on specific activities.
• Organise and deliver access training and workshops within the humanitarian community or with external stakeholders, according to the availability of resources.
• Partner with the Advocacy Manager to influence stakeholders and protect humanitarian space in country.
• Contribute to regional analyses and advocacy notes in collaboration with NRC Regional Head of HAS and Regional Head of Advocacy, or as part of an initiative planned by the regional taskforce on access
• Contribute to NRC Global Humanitarian Access and Safety efforts and initiatives
• Network and build synergies with the existing actors and to ensure the HAWG is a relevant body within the broader humanitarian response, and its analyses are nourished by programmatic perspectives and operational priorities.
• Network actively with members of the HAWG, both working level representatives and country director/head of mission level officials, including representatives of the inter-cluster working groups and the Humanitarian Country Team to help ensure the working group is attune to members’ needs and in turn, that it has willing and active member organisations.
• In coordination with the Country Director, actively network with key stakeholders (including donors, Country Directors of NGOs, and UN agencies) within and outside the humanitarian sector to ensure that the contribution of the HAWG is known and relevant.
• Lead and support the facilitation of collective action based on joint and common positions developed in the HAWG.
• Represent the HAWG in meetings focused on Access, when relevant.

What you will bring

• Minimum 3 years of experience working in a coordination/humanitarian access role in complex settings.
• Demonstrated knowledge of the context, and current conflict sensitivities within Syria and the region.
• Fluency in English, both written and verbal.
• Professional competency in Arabic is strongly desired.
• Resilience and ability to work under pressure.
• Proven ability to engage with a wide range of public and private partners.
• Self-awareness of leadership skills, profile and capacities.

What we offer:

• Duty station: Damascus, Syria.
• Contract:12 months. Renewal based on funding and performance.
• Travel: 30% within areas of operation
• Salary/benefits: Grade 9 on NRC’s Salary scale -open to Nationals and International
