DESCRIPTION OF DUTIES:
Human Resources Technician I (CO)
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a proactive, service-oriented and detail-focused Human Resources Technician I (CO) to support the effective delivery of human resources services in the PAHO/WHO Country Office in Haiti.
Under the general guidance of the PAHO/WHO Representative, the direct supervision of the Administrator, and in close coordination with Human Resources Management (HRM) at Headquarters, the selected candidate will:
• Assist and coordinate recruitment and selection processes for fixed-term, short-term, and locally recruited personnel, including contingent workers.
• Prepare and process personnel actions, contracts, job requisitions, and other HR-related transactions in the PASB Management Information System (PMIS).
• Administer HR policies, procedures, benefits, entitlements, and personnel records while ensuring compliance with PAHO/WHO regulations and local labor legislation.
• Provide guidance to staff and candidates regarding employment conditions, benefits, leave, official travel, and other personnel matters.
• Support workforce planning, staff development initiatives, salary surveys, and performance management processes.
• Serve as a focal point for human resources matters with Headquarters and support recruitment and onboarding activities related to emergency response operations in Haiti.
• Draft and prepare routine and non-routine correspondence in French and English related to assigned HR responsibilities.

Education
Certificate of completion of high school.
Experience
Six years of experience in administrative work, preferably in human resources functions.
Languages
Fluency in French and Haitian Creole, with working knowledge of English. Working knowledge of Spanish would be an asset.
IT Skills
Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
