BACKGROUND OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime.
WFP is a leading organization delivering food assistance and working with communities to improve nutrition and build resilience. We also support governments of developing countries in their efforts to eliminate hunger and malnutrition by addressing the underlying causes and disparities in access to food and good nutrition to ensure that no one is left behind in line with the Agenda 2030, Sustaining Peace and Agenda for Humanity. WFP is particularly focused on Goals 2 (Zero Hunger) and 17 (Partnerships). Achieving Zero Hunger, however, requires organizations/governments to design, finance and implement inclusive policies, plans and programmes that promote food security and nutrition objectives and have responsive institutions and strong governance that can withstand shocks and stress factors.
Since the restoration of its independence in 2002, Timor-Leste has made significant progress and strong commitment towards reconciliation, reconstruction, human rights, human development, democracy, and state building. As a Small Island Developing State (SIDS), Timor-Leste faces exacerbated food security challenges due to the impacts of climate change. Twenty years on, Timor-Leste stands at a crossroads, to invest in people and continue accelerating its human and socioeconomic development. WFP has been present in Timor-Leste since 1999. Currently, the WFP’s work focuses on the country’s social sector policy and capacity strengthening across food, agriculture, social protection, and emergency preparedness and response sectors to address human capital and economic priorities related poverty, hunger, malnutrition, food security, climate change and disaster risks.
JOB PURPOSE:
To perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client- focused and strategy-oriented HR services.
The job holder is expected to take responsibility for the completion of a full range of HR activities requiring some interpretation of standard guidelines and practices. He/she is able to recommend a course of action within their area of expertise and may provide guidance to other staff.
The Human Resources Assistant will work under the direct supervision of the Deputy Country Director, with functional supervision and guidance from the Human Resources Officer based at the WFP Regional Office, and overall supervision from the Country Director.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Provide assistance in responding to general HR-related queries and undertake follow-up actions to ensure the delivery of consistent and high-quality HR services to clients.
2. Provide guidance and on-the-job training to staff, as required, to support their development and enhance knowledge of HR systems, policies, and procedures necessary for the performance of their duties.
3. Liaise with relevant units within the Country Office, and with designated HR focal points in the Regional Office, Headquarters, and UNDP, on HR-related matters including payroll, contracts, and entitlements, to facilitate timely and accurate HR service delivery.
4. Coordinate and support the end-to-end recruitment processes for the Country Office, in close collaboration with Hiring Managers and Country Office Management, ensuring compliance with WFP recruitment policies and procedures.
5. Extract, consolidate, and compile HR data related to recruitment and selection, contractual modalities, entitlements, performance management, and learning and development, to support analysis, reporting, and decision-making.
6. Provide administrative and operational support across a range of HR activities, as assigned by the functional supervisor or designated professional staff.
7. Support and deliver onboarding processes for newly recruited staff, ensuring that all required procedures are completed and that conditions of service, HR policies, and administrative arrangements are clearly explained and understood.
8. Maintain confidential personnel records, HR databases, and archives, ensuring that information is accurately recorded, regularly updated, and managed in compliance with WFP standards and data protection requirements.
9. Draft and process HR documentation relevant to assigned areas of responsibility (e.g. employment contracts, contract amendments, transfer letters, learning and development documentation), ensuring accuracy, completeness, and adherence to established service standards and deadlines.
10. Use corporate HR management systems, including Workday, to enter, update, and validate HR data, and to assist in monitoring key HR deadlines (e.g. contract expirations, performance management cycles, entitlements), ensuring data accuracy and compliance with timelines.
11. Serve as the primary point of contact within the Country Office for HR management system-related queries and basic troubleshooting; provide guidance to staff on the use of relevant modules (including recruitment, onboarding, contract actions, time and attendance, and performance management), and coordinate with the Regional Office and Headquarters on system updates, issue resolution, and training initiatives.
12. Perform other related duties as required.
