Responsibilities
Generic responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines, donor requirements and the national labour law in all processes and procedures at the Area Office (AO) level.
- Develop the Area-specific HR and Admin guiding documents in line with NRC Ukraine Policies.
- Prepare and submit reports and analyses.
- Ensure proper filing of all HR and Admin documents in line with NRC guidance.
- Management of HR and Admin team at the AO level.
- Ensure development and implementation of administrative systems and procedures.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and amongst beneficiaries served by NRC.
- Coordinate with the country office the Country development plan for the staff.
- Coordinate with relevant NRC Stakeholders.
Specific responsibilities:
- Ensure timely implementation of HR and Admin work plan
- Ensure HR and Admin SOPs and policies are shared with the AO staff with the proper induction.
- Ensure accurate and timely filing of internal documents in both digital and hard copies.
- Ensure that staff records in the AO are up to date and filed appropriately.
- Ensure Area national staff benefits including leaves, health and life insurance are processed and tracked as per NRC procedures.
- Ensure that onboarding, inductions, performance management and exit procedures are timely implemented for all staff at the AO.
- Ensure recruitment processes at the AO are managed and tracked as per NRC procedures.
- Advice and support the Area Management Team, the line managers and staff with HR related queries in line with NRC SOPs and HR and Admin policies.
- Regular and Ad hoc provision of staff training for HR and Admin related topics.
- Perform an analysis of capacity development gaps and need in light of staff performance management data and share with AO management.
- Coordinate with the HR department in the country office to develop and follow up on annual training and capacity development agenda for all AO staff.
- Support and up on disciplinary measures/meetings, conflict management and participate in investigations as required.
- Follow up on Admin related topic for international staff at the AO including but not limited to documentation, premises and other support as required.
- Ensure availability and tracking of consumption of office supplies at AO level.
- Other relevant tasks as requested by the line manager.
Qualifications
Professional competencies:
- Bachelor’s degree in relevant field
- Minimum 3 years of experience working in a humanitarian organization in a relevant position
- Experience in managing a team
- Strong management skills
- Previous experience from working in complex and volatile contexts
- Fluency in English
- Fluency in Ukrainian
- Previous experience in humanitarian negotiations is considered a strong asset
