SENIOR E-SERVICES, INTEROPERABILITY AND DIGITAL REGISTRIES EXPERT
Only qualifications, certifications and professional experience supported by documentary evidence will be taken into account during the evaluation. The CV must therefore be accompanied, where relevant, by copies of diplomas, professional certifications, work certificates, employer attestations or other verifiable supporting documents. Experience mentioned in the CV but not supported by such evidence may be disregarded.
- Advanced university degree in information systems, computer science, software engineering, digital government, public administration, data governance, systems architecture or another relevant discipline, at Level 7 or above of the European Qualifications Framework (EQF), or equivalent. In absence of an ddvanced university degree in information systems, work experience will be taken into account.
- Experience working on e-government service delivery systems from both the user experience side and the back-end underlying architecture side
- Strong understanding of registry governance and best practices, including authoritative data sources, data ownership, data quality, update rules, consent, data-sharing agreements, auditability, cybersecurity, privacy and interoperability.
- Excellent analytical and drafting skills, with the ability to translate complex technical and institutional issues into clear, actionable recommendations for government, development partners and financing institutions. Excellent drafting skills in technical software specifications and architecture.
- Proven experience in different models of how to include the private sector in the development, operations and maintenance of e-government services systems.
- Excellent command of English, both written and spoken.
- At least 10 years of professional experience in the design, assessment, deployment, supervision or reform of digital public services, e-government systems, public-sector platforms, digital registries or national interoperability frameworks.
- Experience in leading at least three national or large-scale public-sector digital transformation projects involving e-services, registries, data exchange, government portals, digital identity, service integration or public-sector process digitalisation.
- Experience preparing feasibility studies, architecture and design, scoping reports, technical requirements, project roadmaps, investment notes, project readiness assessments or similar documents for government or development-financed digital transformation programmes.
- Experience working in multidisciplinary teams involving technical, institutional, financial, legal, ESG and project finance experts.
- Proven experience with secure interoperability architectures, such as X-Road / X-tee or comparable national data exchange layers, including API governance, service catalogues, institutional onboarding, security, logging, authentication and audit mechanisms.
- Proven experience in the design, assessment or strengthening of authoritative public registries, preferably including at least two of the following: identity registry, civil registry, business registry, tax registry, land or property registry, address registry, social protection registry or service entitlement registry.
- Experience in applying, implementing and enforcing the once-only principle, or similar approaches to reduce duplicate data collection by enabling secure reuse of authoritative data across government systems.
- Experience in defining service catalogues and prioritising high-impact e-services based on readiness, institutional ownership, demand, user value, process maturity, legal basis, data availability and integration requirements.
- Experience with data protection, cybersecurity, privacy-by-design, consent management, digital trust frameworks, electronic transactions and public-sector data-sharing arrangements.
- Experience in East Africa or comparable emerging-market contexts would be an advantage. Previous knowledge of Uganda’s digital government ecosystem, including MoICT, NITA-U, UGHub, UGPass, NIRA, URSB, URA, Posta Uganda, Ministry of Lands or related initiatives, would be a strong advantage.
