Program Background

The Tonga Australia Support Platform (TASP) is a mechanism which supports the work of the Australian Government in meeting development objectives in Tonga. It is a multi-sector development facility that uses multiple modalities including development program management, technical advisory support, grants management, and subcontracting. TASP also supports Australian Government policy development and dialogue to deliver the desired outcomes. TASP delivers programs in the health, governance, skills development and gender pillars.

The Role
The Kingdom of Tonga’s national commitment to the prevention of human immunodeficiency virus (HIV) transmission and care for those living with HIV is embedded in its first National Strategic Plan (NSP) for the Prevention of HIV and Sexually Transmitted Infections (STIs) 2009-2013, published in 2009. A new strategy is urgently needed considering the changing Pacific HIV infection landscape.

The Goal of the consultancy is to develop a new culturally appropriate, evidence-based, and costed 5-year National HIV Strategy 2027 to 2032 that:

1. Guides the national HIV response in the next 5 years.

2. Positions community engagement as a strategic pathway to all aspects of HIV prevention, testing, treatment and care.

3. Prioritises testing and treatment as preventative tools.

4. Embeds HIV prevention, treatment and care as part of health system strengthening.

5. Advocates for the rights of key populations in HIV prevention, testing, treatment and care.

Roles and Responsibilities include:

1. Conduct a situational analysis

· Review epidemiological data and trends (including STIs and teen pregnancy).

· Analyse policies, legal frameworks, and human rights issues (structural elements).

· Assess service delivery systems and supply chains.

· Explore the role of Non-Government Organisations (NGOs), Civil Society Organisations (CSOs), the church and cultural groups.

· Map stakeholders and partners.

2. Facilitate stakeholder engagement

· Conduct consultations with:

- Government ministries (Health, Finance, Education, Justice etc.).

- NGOs, Civil Society, Church and community-based organizations.

- Key populations (e.g., sex workers, men who have sex with men (MSM), people who inject drugs).

- Development partners, donors, and the private sector.

3. Develop Strategy

· Define strategic priorities:

- HIV prevention (behavioural, biomedical, structural)

- Testing and linkage to care

- Parent/Mother to Child Transmission

- Treatment and viral suppression

- Care and support services

· Integrate cross-cutting areas:

- Gender and human rights

- Stigma and discrimination reduction

- Mental Health

- Youth and adolescent services

- Digital health and data systems

- Climate change

- Pandemic preparedness

4. Develop budget

· Estimate costs of interventions

· Identify national and external funding sources

· Develop sustainability strategies

5. Develop Monitoring and Evaluation Framework

· Define indicators, baselines, and targets

· Develop data collection and reporting mechanisms

· Establish accountability and review processes

About You

· A Master's degree or higher in Public Health, Health Policy, Epidemiology, or another relevant discipline.

· A minimum of 15 years' experience in public health strategic planning, with demonstrated expertise in HIV, STIs, and/or sexual and reproductive health programming.

· Demonstrated experience working in Pacific Island countries, with a strong understanding of the social, cultural, and geographic context of Tonga considered highly desirable.

· Proven ability to facilitate multi-stakeholder consultations, manage diverse stakeholder relationships, and produce high-quality analytical and strategic documents.

· Sound understanding of health systems in Pacific Island countries, including health service delivery, supply chain management, and medical commodities.

· Demonstrated commitment to integrating human rights, gender equality, disability, and social inclusion (GEDSI) principles throughout the consultancy process and the development of the National HIV Strategic Plan
