Program Background
DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027. APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):
EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.
EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.
EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.
APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence1 (GBV) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.
The program will continue Australia’s support to law and justice development in demonstration provinces across Papua New Guinea, including the Autonomous Region of Bougainville (ARoB).

The Role
The Data Analytics Senior Coordinator is responsible for providing oversight to the collection, storage, analysis, and reporting of data collected under APLJ. In this role, the Senior Coordinator will ensure the program maintains high-quality, up-to-date data that is clearly presented for monitoring and reporting purposes. Responsible for ensuring APLJ is appropriately capturing and synthesizing project-generated data in support of the MERLA Program Logic, MERLA Plan, and Indicator Frameworks, the Senior Coordinator will ensure that indicators are clearly defined, teams are aware of data collection protocols, and that quantitative and qualitative data captured through implementation of APLJ activities can be effectively reported out. This will also include end to end administration of the MIS assuring data integrity through training and onboarding staff, as required, to identifying issues at the data entry, cleaning, validation or verification points, or maintaining up-to-date licensing. All outputs are to be delivered to a superior standard with an emphasis on accuracy and expedience. To ensure smooth workflow, this role will actively interface and coordinate across APLJ workstreams and with other DT Global program staff.
The Data Analytics Senior Coordinator reports directly to the MERLA Director.

About You
The preferred candidate will have the following:
· Diploma or tertiary qualification in data analytics, statistics, social science, public policy, governance or another relevant field.
· Expertise in building and maintaining interactive dashboards and data sets, document repositories and knowledge management using SQL, Power Automate, PowerApps, Power BI, Kobo Toolbox, Dataverse, SharePoint, Teams, Excel and Outlook.
· At least three years professional experience in MEL-related activities, including performance monitoring; collecting and analysing qualitative and quantitative data; establishing baselines; identifying innovative solutions to programmatic challenges; and supporting the development of new or enhanced digital systems.
· Well-developed communication skills, with high-level interpersonal and facilitation skills.
