For the Public Administration4EU: support to Public Administration training programme, we are looking for a Key Expert 3: Digital Tools and E-Learning Specialist:

Qualifications and skills

1. A university degree (with a program of at least 4 years) in ICT, instructional design, educational technology, or a related field.

2. Excellent knowledge of the English language.

3. Knowledge of the local language is an advantage.

4. Excellent communication and interpersonal skills, particularly in liaising with stakeholders and end-users.

General professional experience

1. At least 10 years of experience in the field of e-learning development, digital tools, or ICT solutions for capacity building and training.

Specific professional experience

1. At least 7 years of experience in the design, development, and implementation of e-learning platforms, training e-modules or digital tools for training.

2. Experience in at least three projects related to digital learning or ICT tools for capacity building in the public sector.

3. Experience with EU-funded projects implemented in EU candidate and potential candidate countries is an asset.
