Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
Pillar 1: Stronger national level enabling environment for sub-national service delivery.
Pillar 2: Better sub-national governance for service delivery.
Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Information System Developer Intern will work under the supervision of NTT Provincial Lead and gain practical learning experience in programming, information systems development, and data integration processes.
The intern will support NTT team in the knowledge transfer process of Satu Data NTT development, including the analysis and assurance of interoperability across various sectoral datasets and information systems and integration of national ministry-based information systems at the provincial level.
All tasks and assignments will be undertaken under supervision and aligned with the internship learning objectives. The internship is intended as a structured learning opportunity, and interns will receive guidance and support from the relevant team throughout the internship period.

About You
Specific Responsibilities
· With the guidance from NTT team, participate in Satu Data Forum discussion and assist in preparing meeting summaries and discussion report.
· Support the development and documentation of business processes, data models, system architecture, and system integrations of Satu Data NTT.
· Assist in preparing technical documentation, system development records and end-user manuals.
· Support integration activities related to national ministry-based information systems and datasets at provincial level.
· Assist the NTT Team in knowledge transfer activities related to Satu Data NTT development.
Other Duties
· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
· Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
· Work may require long, and flexible hours as needed. Travel is based on need.
· Interns will receive a monthly stipend in accordance with SKALA policy. Please note that relocation, mobilisation/demobilisation, and accommodation support are not provided for internship positions.
Learning Objectives
· Gaining understanding of the implementation of Satu Data Daerah policies and its contribution to good governance practices.
· Gain practical exposure through participation in Satu Data Forum discussion and coordination processes in NTT Province.
· Develop knowledge and practical skills related to information system development, interoperability, and data integration within the Satu Data NTT Portal (“SASANDO”).
· Develop communication and stakeholder engagement skills through interaction with government counterparts and project teams.
· Strengthen analytical, problem-solving, and technical documentation skills within a professional working environment.
Relationship Management
The intern will work under the supervision of the NTT Provincial Lead and in close coordination with the NTT team. Engagement with government counterparts will be undertaken under guidance and for learning and support purposes.
Selection Criteria
Essential
· Final-year undergraduate students or recent graduates in computer science, Information and Technology, or a related field.
· Basic knowledge or experience in programming and web application development, including PHP Framework like Laravel.
· Familiarity with digital tools and emerging technologies, including AI-assisted tools, is an advantage.
· Good written and verbal communication skills.
· Good analytical and problem-solving skills.
· Ability to work both independently and collaboratively in a team environment.
· Willingness to learn and adapt within a professional development program environment.
· Ability to participate full-time during the internship for 12 consecutive weeks.
Preferred
· Experience in academic projects, student organisations, or community-based technology initiatives is an advantage.
· Proactive attitude, willingness to learn, and ability to adapt in a professional working environment.
