The Role
Reporting to the Country Director and under the guidance of the Inclusion Lead and the Regional Safeguards Manager, the Inclusion and Safeguarding Adviser will lead on the integration of inclusion and safeguarding systems across Pacific Australia Skills Timor-Leste. The role supports the operationalisation and implementation of the Inclusion Strategy and Action Plan, as well as the effective implementation of the Pacific Australia Skills safeguarding strategy, in line with the Department of Foreign Affairs and Trade (DFAT) Safeguarding Policies (Child Protection and PSEAH), DT Global safeguarding frameworks and procedure, and relevant national and international standards.
To enhance skills at the country level, the adviser will facilitate professional development in safeguarding and inclusive approaches for Pacific Australia Skills staff, partners and other stakeholders in Timor-Leste. The role will support the Monitoring, Evaluation and Learning (MEL) and communications team to ensure inclusion and safeguarding is embedded within MEL systems, communication products and incorporated into country activity plans.
Role and Responsibilities
Inclusion:
Pacific Australia Skills uses the term Inclusion to describe its work in advancing Gender Equality, Disability and Social Inclusion (GEDSI). The Inclusion and Safeguarding Adviser will:
- Lead and coordinate the implementation of the Pacific Australia Skills Inclusion Strategy and Action Plan across Timor-Leste.
- Ensure Inclusion activities are on track and provide strategic guidance to program staff and partners to embed Inclusion principles into program design, implementation, monitoring and evaluation
- Advise and support partner organisations to identify and address barriers to participation for women, people with disabilities, youth and other underrepresented groups.
- Facilitate inclusion awareness activities, training and professional development opportunities for Pacific Australia Skills, Timor-Leste staff and partners.
- Ensure compliance with mandatory inclusion and safeguarding procedures, briefing sessions, and environmental assessment in line with project operational plans and sectoral training measures.
- Provide ongoing mentoring and technical support to project teams to enhance their ability to identify and address inclusion challenges.
Safeguarding
- Support the implementation of Pacific Australia Skills safeguarding requirements in Timor-Leste, ensuring alignment with DFAT and DT Global requirements, including Child Protection (CP), Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), and broader duty of care obligations.
- Ensure safeguarding risk assessments are completed before Pacific Australia Skills activities are delivered in Timor-Leste, including trainings, workshops, events, outreach, partner-led activities, technical assistance and community engagement.
- Deliver or support safeguarding orientation, briefings, awareness sessions and training for Pacific Australia Skills staff, consultants, trainers, technical advisers, service providers, partners, stakeholders and other representatives engaged in Timor-Leste activities.
- Monitor safeguarding risks, trends, gaps and capacity needs in Timor-Leste and provide practical recommendations to strengthen safeguarding practice. Contribute to lessons learned, reporting, program improvement and safeguarding action planning.
- Provide practical safeguarding advice to activity leads and country staff to ensure safeguarding is considered during planning, procurement, partner engagement, delivery, monitoring and follow-up of Pacific Australia Skills activities
- Identify and escalate safeguarding compliance gaps, emerging risks or serious concerns to the Regional Safeguards Manager in a timely manner, including where additional support, action planning or management attention is required.
Cross-Cutting Support and Partnership
- Contribute to policy development and systems strengthening in Timor-Leste's skills development and training sector.
- Set up a community of practice (CoP) with inclusion and safeguarding partners' focal officers in Timor-Leste. The CoP will focus on practitioner support, learning, innovation and coordination.

Selection Criteria
Essential Experience and Knowledge
- Tertiary qualifications in inclusion, international development, social sciences, community development or another relevant field.
- Demonstrated experience in a similar role within development programs or donor-funded projects, preferably Australian Government.
- Willingness and ability to facilitate rather than direct and to provide support to build staff and partners’ knowledge, confidence and skills in applying participatory and adaptive inclusion and safeguarding approaches.
- Experience building and sustaining productive and trusted relationships with partners and counterparts through stakeholder engagement, program delivery, or project implementation activities.
- Experience coordinating and delivering training, workshops, or capacity building activities.
- Sound written and oral communication skills in English and Tetum.
- Demonstrated high level of interpersonal skills including the ability to relate effectively, collaboratively and ethically in a team and with learners, vulnerable peoples and other diverse stakeholders
- Willingness to travel throughout Timor-Leste to support program implementation, including staying in municipal locations.
- Understanding of and commitment to Social Inclusion, Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and document management systems.
