Program Background
The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia's human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda.
Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The Role
The HR Assistant (STA) provides high-level technical and administrative support to ensure the efficient, transparent, and merit-based recruitment of technical consultants. The primary objective is to manage the end-to-end lifecycle for Short-Term Advisers (STA) and the establishment and maintenance of Technical Assistance (TA) Panels. The role ensures that all expert mobilizations align with DT Global and DFAT standards, facilitating the rapid deployment of high-quality technical expertise to meet program goals.
Scope of Works and Deliverables
The key roles and responsibilities of the position are to provide the following:
1. STA Recruitment Lifecycle
· Workforce Planning: Support Hiring Managers in identifying vacancy needs and confirming role classifications, budget availability, and recruitment methods.
· Recruitment Preparation: Facilitate HR related TORs completions, ensuring all information captured and updated, including gender-neutral wording and appropriate salary ranges.
· Sourcing & Advertising: Prepare advertisements using DT Global templates and coordinate posting on the website and external platforms (LinkedIn/Devex).
· Screening & Shortlisting: Manage the download of applications, perform initial qualification screening (longlisting), and support panels in scoring candidates against Key Selection Criteria (KSC).
· Interview Coordination: Finalize interview questions (HR-T05), coordinate selection panels (including COI declarations), and schedule interviews.
· Due Diligence Assessment (DDA): Conduct comprehensive checks including professional references, global sanctions), education verification, and criminal record checks.
· Contracting: Facilitate salary approvals, verbal/written offers, contract drafting, and coordinate the signing process.
· Onboarding: Prepare New Starter Checklists and coordinate mobilization plans (travel, induction schedules, and mandatory safeguards training).
2. TA Panel Recruitment Lifecycle
· Panel Formation: Support the establishment of TA Panels through Expressions of Interest (EOI) processes, including advertising and database management.
· Screening & Shortlisting: Manage the download of applications, perform initial qualification screening (longlisting), and support panels in scoring candidates against Key Selection Criteria.
· Selection Report: Prepare TA Panel Selection Reports for final approval.
· Panel Contracting: Coordinate the issuance of Deeds of Standing Offer (DOSO) for pre-qualified panel members.
· Individual Engagement: For specific activities, coordinate the approach to panel members, facilitate the technical assessment of responses, and prepare TA Panel Selection Reports.
· Service Orders (SO): Facilitate the issuance of Service Orders for confirmed tasks, including defining deliverables and remuneration.
· Expert Mobilization: Execute mobilization plans and onboarding for panel members engaged for specific inputs.
· Database & Maintenance: Enter expert data into the panel database (expertise, rates, contact details) and conduct quarterly availability checks to ensure the panel is deployment ready.
3. HR Administration (Contract Administration and Input Utilisation Tracking)
· Contract Record: Input and update the information for STA and TA Panel personal, contract variation, salary, other relevant data into database such as HRIS Sunfish.
· Timesheet Management: Coordinate the collection and verification of consultant timesheets (Sunfish or manual) against contract terms and input days.
· Utilization Tracking: Maintain a tracker to monitor the utilization of input days and budget expenditure against active STA contracts and Service Orders.
· Record Management: Ensure all recruitment and personnel documents are securely filed on SharePoint and in locked cabinets.
· Contract Variations: Facilitate the processing of contract extensions and variations as required.
· Other Duties: Perform other duties as assigned by the HR & Safeguards Manager.
4. HR Reporting:
· Monthly Progress Reports: Provide detailed updates on the recruitment status for all STA and TA Panel vacancies, including pipeline metrics.
· Utilization Reports: Submit monthly tracking reports for consultant input days and budget expenditure.
· Technical Reporting: Draft and finalize Recruitment Selection Reports and TA Panel Selection Reports.
· Compliance Reporting: Ensure all recruitment dossiers (DDA, CoI forms, RSRs) are complete and audit ready.
1. Monthly Progress Reports: Submitted monthly, accurately capturing STA and TA recruitment status.
2. Monthly Utilization Reports: Accurate tracking of input days and contract balances provided monthly.
3. Recruitment Selection Reports: Fully documented selection justifications for all STAs and TA panel engagements.
4. Due Diligence Dossiers: Verified backgrounds (references, sanctions, qualifications) for all hires.
5. Updated TA Panel Database: Real-time accuracy of panel member expertise, availability, and DOSO status.

· Relevant degree qualification: Bachelor’s degree in human resources management, Business Administration, or a related field.
· Relevant technical experience: Minimum of 5–7 years of progressively responsible experience in HR recruitment and talent acquisition.
· Industry experience: Demonstrated experience working within an HR recruitment or headhunting firm, with a focus on sourcing high-level technical experts.
· Mobilization expertise: Proven experience in expert mobilizations and deployment, including managing mobilization plans, travel logistics, and induction processes.
· Due Diligence skills: Strong experience in executing Due Diligence Assessments (DDA), including reference checks and using screening tools like CSI WatchDog.
· Analytical skills: Ability to track and analyse complex data related to contract utilization and timesheets.
· Communication skills: Excellent verbal and written communication skills in both English and Bahasa Indonesia.
· DFAT-funded program experience: Prior experience in recruitment or HR administration for DFAT-funded or other international donor programs.
· GEDSI experience: Understanding of disability and gender affirmative measures in recruitment.
· Systems Knowledge: Familiarity with HR management systems such as Sunfish.
