Program Background

DT Global has been engaged by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods. This will be achieved by pursuing three end outcomes:

• Selected state and non-state actors collaborate effectively to tackle targeted development problems.
• State actors and Churches deliver development solutions which promote GEDSI and better meet the needs of women and marginalised groups.
• Selected non-state actors are more effective, inclusive, and ready to sustain successful BCEP-supported approaches.

The BCEP program consists of five distinct, but inter-related components managed as an integrated whole, and implemented using a portfolio of partners:

• Component 1: Coalitions for Change (CfC)
• Component 2: Media Partnerships (MP)
• Component 3: Social Accountability Partnerships (SA)
• Component 4: Church Partnerships Program (CPP)
• Component 5: Government of PNG Partnerships (GoPNG)

The program is in the second phase of implementation (2026-2030) and has a strong commitment to locally led development.

The Role

The GoPNG and Subnational Lead will provide technical leadership to BCEP’s government engagement portfolio, supporting national and subnational partners through a ples-based, politically- informed, and locally led approach. The role focuses on bridging the gap between policy development and policy outcomes, strengthening connections between BCEP partners and subnational governance structures to improve service delivery at the local level. This role will also support issue-based collaboration by providing support on entry-points to engagement and collaboration with GoPNG at all levels of government.

About You

Selection Criteria

· A tertiary qualification in a relevant field.

· A minimum of 10 years’ professional experience working with governance, public sector, provincial administration or state – citizen engagement in PNG.

· Exceptional understanding of PNG political economy, government systems, including subnational dynamics and ples-based systems.

· Strong understanding of adaptive management, TWP, and locally led development approaches.

· Ability to analyse political economy dynamics and apply insights to technical decision making.

· High-level written and verbal communication skills suited for government, civil society, and community audiences. Ability to work collaboratively in a fast-paced and dynamic environment.

· Proven ability using a range of capacity development modalities including training; coaching; mentoring; job aids; and others, with a commitment to transferring skills.

· Strong computer literacy including ability to use MS 365 applications such as Teams, SharePoint, Excel, Word and Outlook.

· Ability to work in a multicultural environment with sensitivity, a team approach and respect for inclusion and diversity.
