Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
Pillar 1: Stronger national level enabling environment for sub-national service delivery.
Pillar 2: Better sub-national governance for service delivery.
Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Front-end and Systems Integration Engineer will support SKALA and its government counterparts in enhancing, maintaining, and deploying the SEPAKAT application and related digital platforms. The Consultant will be responsible for front-end development, user interface improvement, system integration, and interoperability initiatives between SEPAKAT and other national and sub-national information systems (SIPD, SIKD), Sub-national Government Data Portal (Sasando, Lawamena, etc) and SID (SIOPAPUA, SIOPADA, SIRIOS, etc). The Consultant will also provide technical assistance, documentation and capacity building support to ensure sustainable adoption and management of the applications by government partners.

About You
Specific Responsibilities
· Provide technical expertise for the enhancement, refinement, and maintenance of the SEPAKAT and SEPAKAT Edu application, particularly its front-end components
· Develop responsive and user-friendly interfaces using approved front-end frameworks and technologies for selected menus in SEPAKAT (canvas analysis, intervention analysis, sea level rise)
· Integrate front-end applications with back-end services and APIs.
· Design, develop and maintain front-end application components and interfaces to improve usability, accessibility, responsiveness, and overall user experience for SEPAKAT interoperability with other systems such as SIPD, SIKD (PERA analysis).
· Enhance user experience (UX) and accessibility of SEPAKAT modules.
· Support deployment and maintenance of front-end applications.
· Provide technical assistance during system development, testing, deployment, maintenance, and operational support, including troubleshooting and resolution of front-end application issues.
· Participate in system quality assurance activities, including user acceptance testing (UAT), bug identification, issue resolution, and performance optimization.
· Prepare technical progress reports and provide recommendations for continuous improvement of applications and related digital solutions.
· Perform other relevant duties as reasonably requested by SKALA and its government counterparts.
Other Duties
· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
· Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
· Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
· Monthly progress reports documenting the development, enhancement, maintenance, testing, and deployment of SEPAKAT and related digital platforms, including progress on knowledge transfer and capacity-building activities for government counterparts.
· Technical documentation and recommendations for the development and implementation of data matching, data updating, system integration, and interoperability processes between SEPAKAT and other national and sub-national systems, including SIPD, SIKD, and other relevant platforms (Sasando, Lawamena) and SID (SIOPADA, SIOPAPUA, SIRIOS).
· Finalized and operational SEPAKAT Edu Learning Management System (LMS), including documentation of system architecture, business processes, user workflows.
· Comprehensive technical documentation covering application development, enhancement, integration, testing, deployment, source code management, and release processes for SEPAKAT and related digital solutions, including climate change and other thematic platform interfaces developed under SKALA.
· Documentation of AI-enabled features, analytical tools, recommendation engines, or other digital innovations developed and integrated into SEPAKAT and related platforms, including technical specifications, workflows, and governance considerations.
· User manuals, administrator guides, and technical documentation for newly developed or modified applications, modules, and system functionalities.
· Documentation of knowledge transfer, mentoring, coaching, and capacity-building activities conducted for government counterparts, including training materials, attendance records, and evaluation results.
Relationship Management
The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
· Bachelor’s degree in computer science, Information and Technology, or related field with minimum 6 years experiences, including experiences in supporting local level data collection and information systems.
· Excellent skills and proven experiences in software engineering and security system.
· Experience with HTML, CSS, SCSS.
· Experience development software using JS framework such as Vue.JS, Nuxt.JS, or Angular JS
· Experience to create the user interface for an app, website, or other interactive media using FIGMA.
· Familiar with Electron JS for desktop application
· Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
· Excellent interpersonal skills and written and verbal communication skills.
· Excellent problem-solving skills.
· Ability to work both independently and as part of a team to achieve goals.
Preferred
· Experienced working with Government of Indonesia
· Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
