About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 18 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:
- EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
- EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
- EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets.
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role
The Finance Officer (Bougainville) is responsible for the effective administration and maintenance of financial systems, records, and reporting. The role ensures compliance with relevant contracts, legislation, TSSP3 requirements, and DT Global policies, procedures, and practices, while proactively identifying, mitigating, and managing fraud and other financial risks.

About You
Essential Qualifications, Experience and Attributes
- Recognized tertiary qualifications in finance, accounting, business administration, or a related discipline.
- Minimum of four (4) years’ experience in a finance or accounting role with responsibility for financial administration, payment processing, reconciliations, and compliance.
- Demonstrated ability to provide high-quality customer service and respond effectively to internal and external stakeholder enquiries.
- Strong analytical and problem-solving skills, with the ability to exercise sound judgement and make informed decisions.
- Proven ability to manage competing priorities, re-prioritise workloads, and consistently meet deadlines in a high-volume environment.
- Well-developed written and verbal communication skills in English.
- Demonstrated capacity to work effectively under pressure and meet reporting, audit, and management deadlines.
- Strong commitment to gender equality, capacity development, ethical conduct, and anti-corruption principles.
- Proven ability to work collaboratively as part of a multi-disciplinary team in an office-based environment, including in remote or resource-constrained settings.
Technical Skills and Knowledge
- Sound understanding of financial management systems, internal controls, fraud prevention, and anti-corruption measures within program or organisational settings.
- Demonstrated experience in preparing accurate financial reports, bank reconciliations, acquittals, and supporting documentation.
- Strong proficiency in Microsoft Office applications, particularly Excel and Word, and experience using accounting software, including MYOB.
- High level of attention to detail and accuracy in financial processing, compliance, and record-keeping.
- Understanding of donor-funded program financial management requirements and compliance standards including audit and reporting obligations.
