Sierra Leone Digital Health Transformation and District Health Information Software 2 (DHIS2) Optimisation

1-year assignment (Mar 2026 – Mar 2027)

Lead International Consultant: approx. half-time, 12 months

National Technical Consultant: up to full-time, 9 months

We are recruiting two experienced and motivated digital health technical experts: one national expert based in Sierra Leone and one international expert, to support the Ministry of Health (MoH) in Sierra Leone on the development of a multi-year, strategic plan to optimise the National Health Information System (HIS) and guide future digital expansion.

By building a resilient, interoperable, and scalable HIS backbone aligned with the National Health Sector Strategic Plan (NHSSP), the consultants will play a pivotal role in enhancing governance, technological infrastructure, and data-driven decision-making capabilities across Sierra Leone’s health sector.

Qualifications

Essential

  • A postgraduate degree (Master’s level or higher) in Health Informatics, Data Science, Public Health, or a closely related technical discipline.
  • A minimum of eight (8) years of progressive professional experience in health information systems (HIS) strengthening and digital health implementation in low- or middle-income country settings.
  • Demonstrable, in-depth technical expertise with the District Health Information Software 2 (DHIS2) platform, including system customisation, analytics, tracker implementation, and server architecture.
  • Proven experience in defining interoperability standards (e.g., HL7, FHIR, OpenHIE) and designing national-level data warehouse or integrated data repository solutions.
  • Strong experience in high-level stakeholder engagement, facilitation, and policy dialogue with Ministry of Health officials and Development Partners.
  • Excellent written and verbal communication skills, including proven ability to write high-quality technical reports and policy briefs in professional UK English.

Desirable

  • Familiarity with the health sector context and digital health landscape of Sierra Leone or the West Africa region.
  • Experience in designing and delivering large-scale capacity building and change management programmes for government staff.
  • Certification in relevant technical areas (e.g., DHIS2 Academy, IT Governance).
